CITY OF P/\LO A.LTn SUSPENDING ISSUANCF..OF RUILnING PERMITS FO'R MF.CHAN­ ICAL-ACCESS PARKING STRUC~URRS PENDING STAFF STUOY AND RECOMMENDATIONS TO THE COUNCIL, ANfl DF.CLfl.PINr; AN EMER<mNCY The Council of the City of Palo 1\lto does ORDAIN as follows: SECTION 1. The Council of the Citv of Palo Alto does find as follows: a. Rapid techrioloqical advances in the field of parkinq of motor vehicles have resulted in the creation of a number of mechanical devices which have the potential to greatly increase the number of vehicles that can be parked on a given area of land. b. Because of the facts set forth in Section 1 hereof and in order to protect the public safety, health and we..:fare, the Council does declare thnt this is an emerqencv ordinance that sha11· take effect immediately upon its passacre.
