ORDINANCE OF THE COUNCIL Of' THr: CITY CF PALO ALTO
AMENDING SECTION 18.08.040 ·oF THE PALO ALTO MUNI--
--
CIPAL CODE, -CHANGING THE ZONING OF 1 CERTAIN PROPERTY
BOUNDED BY CHANNING, WAVERLEY, ADDISON AND BRYANT
FROM R-2 AND R-4 TO P--C (HOSPITAL)
The Co_uncil-of the-City of Palo Aito does ORDAIN as follows:
SECTION 1. Section 18.08.040 of the Palo Alto Municipal
Code, the "Zoning Map", ;_s h-ercbjt ama:iideci by changinq the zoning
of certain property bounded ~y Channing Avenue, Waverley Street,
Addison Avenue and Bryant Street from R-2 and R-4 to P-C. Said
property is shown on a map attached hereto, incorporated herein
by reference, and entitled "Change of District from R-2 and R-4
to P-C (Hospital)."
SECTION 2. The diagrams attached hereto entitled "Develop-
ment Plan" r pages l through 6, are incorporated .herein by
reference. Said Development· Plan is --approved pursuant to Section
18.68.010 of the Palo Alto Municipal Code, subject to the follow-
ing conditions:
1. Use: Hospital.
2. The site be limited to the area shown.
3. The building volume ~nd shape not exceed those indicated
on_ the plans and all reference to future expansion areAs
shown on the maps b' deleted so that no approval of ex
pansion is either expressed or implied.
4. Vehicle access anQ. egress be limited to _ch..irminq Avenue
cum Bryant Streee unless the frontage road mentioned in
No. 7 is include~.
S. The-landscaped area be not less than indicated on the
_. -plans.
6. Not less.than 750 parking·spaces be provided underground
wi t'fiout -charge and the Foundat.ion adopt and enforce rules

requiring their employees to park in such spaces; in addi
tion,_ there be provision for planned expansion of 150,
underground spaces, this additional parking to be provided
within one and one-half years after ~the City determines
that the spaces are required to.satisfy additional park-
ing needs. ·
7. Prior to the.issuance of any building permit, the
applicant provide a one-way frontage road adjacent
to Addison Avenue if the City determines that proper
traffic management requires thi,s frontage road.
8. The maximum number of patient beds shall be 300.
9. The maximum gross floor area finished and occupied for
patient care and supporting functions shall not exceed
335,800 square feet.
10. Bi-annually the hospital shall engage a qualified
traffic engineer, at its own expense, to x-~view the
utilization of the hospital parking and assess the
requirement for additional parking. The hospital shall
provide the city with a copy of this report to assist
in its ~valuation of the necessity to require the
hospital to increase the number· of available parking
-spaces.
11. The use permit for the hospital shall limit the total
number of employees and students on the premises in
any given 24-hour period to 750. Once e.ach year the
hospital shall submit a r~port to the City indicating
the total nu.?Jlber of full time equivalent employees and
students currently employed or engaged in educational
programs in the hospital.
12. Development Schedule:
a) Start of construction within two and one-half
years of city Council approval.
b) Completion of all construction and development
within two years of start of construction.
13. At the time the landscaping and development plans aJ::"e
shown to the Planning Commission (a~ informally agreed
to by the !?oundation) the hospital show the location
and disposition Of trees greater than nine inches in
diameter (exc:~pt in the area td be,cqvered by the
hospital building itself) and that these plans come
back to the council after review by the Planning
Conunission. ·
14. Lighting be so devised as to provide· rea~.onable pro
tection to adjoining resident;ial areas Cl,hd . no ·exterior ,
iight.ing above the first level be permitted.

15. No building permit for new construction be issued prior
to abandonment of Scott Street.
SECTION 3. This ordinance shall become effective upon the
expiration of thirty days from its passage.
