ORDINANCE NO. 2495
ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING SEC'l"ION-2.04.050 OF THE ADMINISTRATIVE
CODE PERTAINING TO COMMUNICATIONS TO THE COUNCIL
The council of the city of Palo Alto· does ORDAIN as
follows:
SECTION 1. section 2.04.050 of the Palo Alto Municipal
Code is hereby amended to read as fol lows: -
"2.04.050 Agenda. _(a) All reports, ·ordinances~
resolutions, contracts, documents, or other matters to be
submitted to the council at their regular meeting shall
!Je delivexed to the city clerk not later than twelve noon
on the preceding Wednesday. The city clerk shall prepare
the agenda of all such matters according to the order of
business (Section 2.04.060) n\imbering each item consecutively.
A complete copy of such agenda and the aforesaid supporting
materials shall be delivered or mailed to each councilman
and each department head so as to reach the recipient not
later than seven p.m. on the Thursday preceding each council
meeting. The agenda and materials, including any letter
from a councilman to his colleagues concerninq an item
on the agenda where the writer· so requests, shall be
available to the public, the Palo Alto Times a,nd the
San Jose Mercur:y in the office of the.city clerk, and
delivered to al ·city libraries by nine a.tn •. on the Friday
preceding each council meeting, and }>osteq.,in the council
chamber during.each meeting. copies o~ the agenda only·
may be obtained at·the officf!.Of the_9ity clerk, and at
-all city libraries, 'all. city fire ·~}tions, 1:he police
station,. the community center, and in.the council chamber
d'-lring·each ~~etinq. Th~ city clerk shall.cause a digest
-of the agenda to be. published in anewsp~per-of general
circulation at least twenty.;.four hours before each meeting-.
· "(b) No·m&tter~·other than those on the agenda shall
. be _finally acted upon by the council: provided, however,
that matters deemed to be emerqencies or of an urgent nature
bye any councilman, the City manager or the city attorney,
with an expl•nation of t~e emergency or urgency stated
in.open council meeting may, with th~ consent of _t~e
majqrity of the council be considered andacted upon by
the council."
SECTION 2. This ordinance shall become effective upon
