ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
SUSPENDING ISSUANCE OF. BUILDING PERMITS IN .0 CERTAIN
ZONING DISTRICTS PENDING PLANNING COMMISSION STUDY AND

RECOMMENDATIONS TO THE COUNCIL, AND DECLARING AN EMERGENCY
The Council of the City.of Palo Alto doe~ ORDAIN as follows:
SECTION_!. The Council of the City of Pa.lo Al to does
. ORDAIN as follows:
a. That the Plai:ming Commission and the Planning De
partment of the City of Palo Alto are actively studying
convalescent hospi,tal and ~·est home uses in the R-3:P and
R-4 districts and more particularly the parking requirements
of such uses. These studies are being carried out in order
to bring said zoning districts into better conformity with
the development policies of the General Plan and provide
parking requiremi~nts consistent with good planning practice.

b. That new construction of or major improvements to
convalescent hos~itals and rest homes in said zoning .dis
tricts would serve to interfere with the a.forem~nt1oned
studies. and rezoning and redevelopment and it is therefore··
necessa~y for c'onstru.ction of new buildings and majcr im•

provements :ln the convalescent ho'spit'al and rest home '
categories 'in said zoning districts to be suspended
pending c~inpletion of the studies.
SECTtON 2. Beginning with the effect·ive date of this
ordinance and until rescinded, but not for more than sixty days
after the effective cl.ate, no building permit shall be issued
£or the construction of new structures or for the making c>'f any
major improvements on any existing structure concerning con
valescent hospital,s or rest }iomes on arty'"property located in the
R-3 :P o:r R~4 zoning di,strictr:; • This orciin~:nce shall not apply
to building permits for normal m8.irttEmance and repair.

SECTION 3. :Because of the facts set forth in Section 1
hereof and in order to protect the public safety, health, and
welfare, the Council does declare that this is a temporary
emergency ordinance and shall take effect immediately upon its
passage.
This ordinance was introduced at a regular meeting of the
Council of the City of Palo Alto on Monday, the 7th day of

·' of all the Councilmen present at the meeting as follows:
AYES: Arnold, Beahrs, Berwald, Clark, Comstock, Gallagher, Pearson
NOES: None
