The Council of the City or Palo Alto does ORDAIN as follows:
1. There is hereby levied against ind upon all of' the real
property (land and improvements thereon) within the asse·ssment
district formed pur.:iu~llt to Reuouiilon ot intention No~-3213t
adopted April 25_, 1960 (exclustve of ~public property i.n use in
t.l)e performance of a public fnnc ti on) a special tax in the sum
