HomeMy WebLinkAbout1996-08-12 Ordinance 4366• • ORDINANCE NO. 4366 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1996-97 TO PROVIDE AN ADDITIONAL APPROPRIATION FOR THE MIDTOWN REVITALIZA'!'ION PROJECT WHEREAS, pursuant to the provisions of SE!Ction 12 of Article III of the Charter of the City of Palo Alto, the Council on June 24, 1996 did adopt a budget for fiscal year 1996-97; and ~lHEREAS, progress has been made in efforts to develop a plan to revitalize the t>!idto~n area, including the development of the Midtown Conceptual Plan! and staff recomrnends that the second phase of the Midtown revitalization process be initiated; and i-lHEREAS, the Counci 1 has requested additional traffic analysis related to: the installation of a new traffic signal on Midd~efield Road and Bryson Avenue, the environmental review of the Conceptual Master P1 an, and the proposed new Neighborhood Commercial !-iidtown Shopping Center District Zone, which will require an amended traffic consultant contract; and WHERE.~S, the Council has requested expedited review of the Conceptual Master Plan ~~d the Neighborhood Commercial Midtown Shopping Center District zone, which will require contract planner time; and WHEREAS, these efforts will require the appropriation of additional funds, which may be reimbursed from the proceeds of public debt financing in the event that the Council undertakes that type of financing for the Midtown Project.. NOW, TH&~FORE, the Council of the City of Palo Alto does ORD~.IN as follows: SECTION 1. The su.rn of Thirty Five Thousand Dollars {$35,000) is hereby appropriated to non-salary expenses in the Advance Planning Functional Area in the Planning and Community Environment Department, and the Budget Stabilization Reserve is correspondingly reduced. SEGTIQN 2. This transaction will reduce the Budget Stabilization Reserve from $15,935,782 to $15,900,782. • • SECTION J. As specified in Section 2.28.080(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. SSCTION 4. The Council of the City of Palo Alto hereby finds that the enactment of this ordinance is not a project under the California Environmental Quality Act and~ therefore, no enviro:n.mental impact assessw~nt is necessary. SECTION 5. As provided in Section 2.04.350 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
