Section 2.08.020 of the Palo Alto Municipal Code is amended to read as follows: 11 §2.08.020 Approval of citt manager's appointments. Aooointments to the follow ng positions shall be made by the city manager with the approval of the cpuncil: (1) Chief of police (2) Fire chief (3) City engineer . (4) Chief engineer for gas, water, sewers (5) Chief engineer for light and power (6) City treasurer Cl) Planning officer . · .. (8) Managing directer of community services." _§ECTION 2. Section 2.08.160 of the Palo Alto Municipal Code is amended to read as follows: 11 §2.08.160 Department of administrative services. The department of administrative services shall be under the direction of the director of administrative services who· shall be accountable to the city manager. rt· shall be composed of divisions which shall have the ful)ctions set forth iri Sec;t:ion 2. 08 .170 through 2. 08 .. 205 incl us :i.. ve "and such qthers $is may be delegated. Section 2.08.170 of the Palo Alto Municipal Code is amended to read as fol:lciws: 11 §2.08.170. Division of cent~al. services. The-'divisiort of central serviceE' shall be under :the supervi'sion of the records system coordinator who shall be accountable to the direct6r of administr•tive services .• (1) This,-division shall provi;4e mail and messenger s·,er.vice for _a11 ·city departments.· (2) This division shall provide art information service at the city hall . . (3) This division sha11 ·provicie offset printing ·:and oth~r duplica.ting facilities ,for~all city departments. 1 - . . • • (4) This division shall provide centralized office machine operation for all city departments when such central­ ized operation is considered advisable. (5) This division shall provide such other duties as may be re~uired of it by the director of administrative services.' · SECTION 4. Se~tion 2.08.180 of the Palo Alto Municipal Code is amended to read as.• follows: 11 §2.08.180 Division of purchases and stores. The division of purchases and stores shall be under the supervision of a purchasing agent who shall be accountable to the director of administrative services. His duties shall be as fol­ lows: (1) He shall make all purchases required by the various departments, divisions, offices, sections, and units of the city. government in conformi.ty with the control procedures est4blished for that purpose. · (2) He shall operate and maintain the warehouse and storage facilities of .t:he city and such control records as are necessary for the proper inventory ·. "f stocks and supplies. (3) · He shall prepare or obtain and maintain standard specifications for-materials, supplies and equipment whenever practicable . . (4) He shall keeo informed and rr.aintain. records _;:1.s to the sourcei; .of supply for all classes of purchases' bids and price quota~ions, and other related items. In ~ddition, he shall cooper~te with the city controller in ke~ping inventory records of all equipment and major items of sup­ plies owned by the-city and in making periodic inventories. (5) ·He shall advise and assist the director of admin­ istrative services in the formulation of policies and pro­ cedures trt connection with th(J purchasing activities of the city. · (6) He shall have s\)bj.ect':to. his authorization and c1:mtrol emergency pttrchasirig ·in accordance with approyed procedure when ·cent_r~Jj.:zed· procurement is ·impracticable. ·. SECTION 5. Section 2.08.190 of the Palo Alto Municipal Code is amended to read as follows: "§2.08.190 Division of buildin The divislon o m_ ng an equipment, maintenance B a e under the supervision of a service,superintendent who shall be accountable to the director of administrative-services. His duties shall be as follows: _ (1) He shall operate the city garage and machine shop, keeping a record of the work performed by these sections · for other departments of the-city. He shall recommend to the director of administrative services a schedule of rates for_ such services rendered by these sections. ,(2) He shall maintain and operate the physical plant of the municipal service center regarding the assignment of space, the maintenance of the buildings, and the recom­ mendation of such rules and regulations as are proper for the efficient use of the facilities of the municipal service center. (3) He shall keep the operating records of all motor-- ized equipment used or ope rated by the city, and shall recot.11- mend to the director of admini.strative services inter­ departmental charges, if any, for such equipment as may be used by ·the several departments. · (4) He shall coordinate the needs of the several departments i.nto the over-all requirements of the city. for·­ motorized equipment and. make general recommendations to ·the director of administrative services in connection with the purchase or rental of motorized equipment. (5) He shall recommend to the director of administrative services rules and regul,ati9ns, governing the use and care of mechanical equipment used by the various departments of the city. (6) He shall· actively supervise a, preventive !llainten­ ance program:for &11 mechanical equipment owned or operated by the city. , --· · (7) He shail be responsible for and direct the mainten­ ance -of all public .'structures ot-.'I1ed or operated by the-city, __ and shall establish a maintenance program, including janitorial ~'.ervices, secu::;ity and s_afety, for the upkeep-of· all public structures ~rted or operatfdd. by _the city, and shall ·report to the dire-=:tor of administrative-'services the condition of suth ~tru~t~res. · · · , (8) He shall periodically advise the· ~irector of ' - administrati.ve .. ~,~;rvices and the city controller. His duties shal 1 be as follows: · (1) He shall be responsh.J~(· for the management. and administration of the personnel program in.accordance with rules arid regulations established in the merit system. (2) He shall administer control procedures for the recruitment, employment, and promotion of personnel of the city. (7) He shall cooperate with the director of admini­ strative services in coordinating slich·employee safety programs as may be directed by the city manager. Section 2. 08.. 205 of the Palo Alto Municipa 1 Code is amended to read as follows: 11 §2.08.205 Division of communications. The communications _division Shall be Urtder the Supervision Of a CClmm'.lnicationS coordinator who shi:tll be accountable to the director of admiti.isfrative services. -. His duties shal 1 be as follows: (1) He shall provide telepho~e service for all city departments. (2) He shall operate and m~intain the tity mobile radio-telephone system and shall provide radio dispatching service for all city departments r~quiring such service. . (3) · He shall operate and maintain the city fire alarm system witq tl:le exception of outside circuit conductors which shall be the responsibility of the department of light and power. . (4) He shall provide and maintain special communi­ cations services including but not limited to sound equip- . mertt, audio-visual aids, inter-office confulunications, and centralized dictation equipment. He shall have custody of such equipment which shall be available for use by a number of city departments. (5) -He shall continually review the requirements of those departments utilizing telemetering and supervisory control systems in the light of applicable technological developments in this field to the end ·that the knowledge and resources of the division may be utilized to.the maximum. -He'shall provide and maintain such systems as necessary • .. , {6) He sh~ll, :in: ·c9operation with the division of personnel, coordinate and ad.mini.st er such training programs as may be required to,develop~fficient utilization of city communications facilities by _all personnel. Section 2.08.275 is added to the Palo Alto Municipal Code to read as follows: 11 §2. 08. 275 ··oepartment of communitt services. · The depart­ ment of community· services shall e under the direction of a managing ,director-bf c9mmunity·services who shall -be accountable to th~ .City Manager·. His··duties shall be as follows: _ (1) He shall formulate and recommend to the City Manager for approvsl policies and procedures in connectlon with the management, _coordination, development, and operation of facilities and prograrns relat'ed to cultural, social, intellectual, recreational, athletic and nature activities of the cormnuni'ty. (2) He shall fonnulate for approval plans and programs, and when approved, implement such plans and programs as __ _ relate __ to the development of __ culturc1l, social,_ inf:ell_~c_tua,l , __ recreational, athletic and nature activities for the coro~unity either directly or in coopera.tion with the resources of the community. (3) He shall direct and coordinate the planning, oper­ ation, and control of the functions assigned to the organi­ zational components of the department of community services. (4) He shall cooperate with other organizational com­ ponents of the city organization in order that the programs under his direction ~ay be coordinated with them as well as with other community resources. (5) He shall recommend to the city manager a schedule of fees and. charges for the services of tiis departfiient ;' and shall enfor~e collection and depo~it procedu~es in accordance with approved schedules and procedures established for the collection and deposit of municipal funds. The department of nature and science shall be under the direction of a natu~e arid science director who shall be accountable to the managitig directbr of coffirnunitv services. -His duties shall be as fol-;: lows: · (1) He shall formulate and recommend to the manag!ng director of cor:mmnity services for approval policies and procedures in connect.ion with the management, development, programming,, operation and control of facilities.and pro­ grams-connected with interpretation of physical and natural science·· activities provided by the city; shall administer such policies and procedures when .approved by the managing director of community s-ervices, and sha 11 conduct activities for the ctty .. His· duties shall be as follows: (1) He shall formulate and recommend to the managing director of community services for approval polices and procedures in connectton·with the management, operation · and control of all public-libraries owned and operated by the City of Palo Alto and the activities conn~cted therewith; shall administer such policies and procedures when approved by the managing directur_ of community services) and shall conduct such activities for the city. (2) He shall formulate for approval pl~ns and programs pertaining to the growth, use, and development of programs which will meet the reading needs of the inquiring public and residents of the con1munity. (3) He shall super~ise the.selection of all books and periodicals used in the public libraries. _ (4) He .. shall ·cooperate with or:her organJzaticnal com- . ponents within the department of community services in order that his operations and programs can be coordinated with them.
