WHEREASi Section 5 of .Art'icle VIII. of the Charter of the City of Palo Alto requires that before any substantial building, construction,-reconstruction or µevelopmenf is cbrnmence<l or approved upon or with respect to any land held by the City for park purpo$es the Council shall fl.rst cause to be prepared and by ordinance approve and adopt a plan therefor: and WHERF..AS, the City Counc'il did, by Ordinance No. 2252 adopted September 13, 1965, place Byxbee Park and the.City-Owned Baylands (now named John Fletcher Byxbee Recreation Area) on the list of lands used or intended to be used for park purposes; and \t.i'HEREAS, the Council proposes to proceed with development of the Baylands Athletic Center, Project 66•18, pursuant to a Preliminary Site Plan.prepared therefor and presented to the Council on March 18, 1968.
