HomeMy WebLinkAbout1996-03-25 Ordinance 4338• • ORDINANCE NO. 4338 ORDINANCE OF THE COUNCIL o'F THE CITY OF PALO ALTO AMENDING CHAPTER 2, 04 !COUNCIL ORGANIZATION AND PROCEDURE] OF THE PALO ALTO MUNICIPAL CODE TO MODIFY COUNCIL MAIL PROCESSING PROCEDURES The Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. Section 2.04.200 of Chapter 2~04 of the Palo Alto Municipal Code is hereby amended to read as follows: 2.04.200 City manager authorized to process council mail. (a) Any written communicationJ except anonymous correspondence, books, and publications, addressed to the council shall be reproduced and distributed tc the council. Those items not reproduced shall be ci~.:culated to council members. The city manager is authorized to receive and open all mail addressed to the council and give it immediate attention to the end that all administrative business referred to in such communications a.nd not necessarily requiring council action rray be disposed of between council meetings; provided that, ccuncil members shall receive 1 in the next council packet after receipt of any such conununication addressed to the council~ a copy of t.he communication with a notation on it advising council members that sta.ff will respond; and, provided ~ urther, that. in a subsequent council packet, council ~~rs sr~ll receive a copy of any such staff response and that all actions taken pursuant to such communications shall be reported to the council thereafter. (b) Council members shall retain personally or provide copies to the city clerk of any written communication regarding an item of business on a meeti.t.'19 agenda that is knot·:.n to have been distributed to a majority of the council. If a public records request is made regarding such written communications, the city clerk shall make copies of materials in 1.~.is or her files available for public inspection without delay, unless the record is exempt from disclosure. Written material received by the city clerk during a meeting may be made available for inspection after the meeting. SECTION 2. The Council finds that there is no possibility that the provisions of this ordinance will cause a significant effect on the environment, and upon that basis finds the project exempt from the provisions of the California Environmental Quality Act. 1 960326 bdc OOS1S25 • • SECTION 3- commencement of the adoption.
