ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING Th"'E BUDGET FOR THE FISCAL YEAR 1995-96 TO
PROVIDE AN ADDITIONAL APPROPRIATION TO CONDUCT AN
ORGANIZATIONAL REVIEW OF THE UTILITIES DEPARTMENT
WHEREAS, pursuant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the Council on June
19, 1995 did adopt a budget for fiscal year 1995-96; and
WHEREAS, on June 19, 1995 Council approved $100,000 in funding
to conduct an organi2.ational review of the Utilities Department; and
WHEREAS, an organizational review wil.l ensure the Utilities
Department's ability to efficiently and effectively meet customer
service expectations in an increaslngly competitive industry; and
W!--!EREAS, the Utilities Advisory Commission and the "Blue
Ribbon• Task Force chose a firm on February 71 1996 to conduct the
organizational review; and
WHEREAS, additional funding of $112,540 is requested
to execute the contract with the chosen firm, Theodore Barry and
Assvciates, and to cover potential change orders.
NOW~ THEREFOREt the Council of the City of Palo Alto does
ORDAIN as follows:
~-The sum of One Hundred Twelve Thousand Five Hundred
and Forty Dollars($112 1 540) is hereby transferred from the reserve
funds hereinafter described, to the appropriation for Utilities
Administration for additional expenses for the Utilities Department
Organizational Review. The amounts so transferred are from the
following reserve fu..'1ds, which will be reduced by the amount listed:
Electric Rate Stabilization Reserve
Water Rate Stabilization Reserve
Gas Pa~,·e Stabilization Reserve
Wastewater Collection Rate Stabilization

SBctiON 2. Non-salary expense and allocated revenues in
Utilities Administration will be increased by $112,540.
SECTION 3. The appropriation transfers approved by Section 1
will reduce the following Rate Stabilization Reserve {RSR) :
Electric RSR
Water RSR
Gas RSR
Wastewater Collection RSR

SSCIIQN 4. As specified in Section 2.28.080la) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.
SECTION s. The Council of the City of Palo Alto hereby finds
that the enactment of this ordinance is not a project under the
California Environmental Quality Act and, therefore, no
environmental impact assessment is necessary.
SECTION~. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.
