ORDINANCE OF THB COUNCIL OF THB CITY OF PALO ALTO
AMBNDING SECTION 18.32 .. 040 OF THB PALO ALTO
MUNICIPAL CODE {PP DISTRICT RBG~uATIONS), RELATING
TO CONDITIONAL USB PERMITS FOR MEDICAL RESEARCH
AND OtrrPATIBNT MEDICAL USBS
'nle Council of the City of Palo Alto does ORDAIN as
follows:
SICTlQN 1. The City Council finds as follows:
A. The Planning Commission, after duly noticed public
hearing held November 29, December 6$ and December 12, 1995, has
recommended that Section 18.32.040 of the Palo Alto Municipal Code
be am~nded as hereinafter set forth.
B. The City Council, after due consideration of the
rec001.uendations, finds that the proposed amendment is in the public
interest and will promote the public health, safety and welfare.
The Council finds that including an outpatient medical facility
wit.h associated medical research use as a conditional use in the PF
Public Facilities District would allow the City, in appropriate
circul'nstances, to permit such a use I which providas services to the
community.
SECTION 2. Section 18.32. 040 {PF Public Facilities
District Regulations) of the Palo Alto Municipal Code is hereby
amended to read as follows:
18 .. 32 .. 040 Conditional Uses.
The following uses may be conditionally allowed in the
PF public facilities district, subject to issuance of a conditional
use permit in accord with Chapter 18.90:
(ai Facilities of all public utilities, as defined in
the Public Utilities Code of the state of California, and
corporations or other organizations whose activities are under the
jurisdiction of the Federal Communications Commdssion or the
Interstate Commerce Commission:
(b) Any of the following uses, when conducted on
property owned by the city~ the county of Santa Clara, the state of
California, the government of the United States, the Palo Alto
Unified School District, or any other governmental agency, and
leased for said uses:

(1) Airports and airport-related uses,
( 2) Coamuni ty centers,
Cl) Day care centers,
(4) Private educational facilities,
(5) Residential care facilities, when utilizing
existing structures on the site,
(6) Business or trade schools,
(7) Outdoor recreation service,
(8) Neigr~orhood recreation center,
('9) Art~ dancei gymnastic! exercise or music
studios or classes,
(10) Special education classes,
(11) ArnniListrative office services for nonprofit
organizationsr
{ 12) Retai 1 servi c:es as an accessor.r use to the
administrative offices of a nonprofit
organization, provided that such retail
services do not exceed twenty-five percent of
the grc .. ~a floor area of the combined
administrative office services and retail
sezvices uses,
{13} Churches and religious institutions,
{14) Youth clubs,
(15) Other uses which in the op~n1on of the zoning
administrator are similar to those listed as
permitted or conditional uses,
(16) Temporary parking facilities, provided that
such facilities shall remain no more than five
years,
(17) Retail services
permitted use,
in conjunction with a
(18) Eating and drinking services in conjunction
with a permitted use;

(c) Public o~· private colleges and universities and
facilities appurtenant thereto;
(d) Hospitals;
(e) Outpatient medical facilities with associated
medical research.
SECTION 3. The Council adopts this ordinance in accordance
with the California Environmental Quality Act (CBQA) findings
adopted by Resolution No. 7569.
SECTION 4, This ordinance shall be effective on the
thirty-first day after the date of its adoption.
