ORDINANCE NO. 4471
ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 1997-98 TO
PROVIDE AN ADDITIONAL APPROPRIATION FOR SALARY AND
BENEFIT INCREASES BEGINNING JULY 1, 1997 FOR EMPLOYEES
REPRESENTED BY THE INTERNATIONAL ASSOCIATION
OF FIREFIGHTERS LOCAL 1319 AND FOR A STUDY OF
COMPARABLE FIRE SERVICE AGENCIES
WHEREAS, pursuant to the provisions of Section 12 of Article
III. of the Charter of the City of Palo Alto, the Council on June
23, 1997 did adopt a i7. dde< <c:, fiscal year 1997-98; and

Budget, for salary and benefit_ increases; and
WHEREAS, the City Alto and IAFF have agreed to
conduct a study of which re service agencies are comparable to
the City of Palo Alto for the purposes of establishing salary
range rates for represented classes effective with the pay period
including July 1, 1999; and
WHEREAS, additional funding of $50,000 is required for the
study; and
WHEREAS, the IAFF has agreed to reimburse the City for 50%
the cost of the study of comparable agencies; and
WHEREAS, City Council authorization is needed to amend the
1997-98 budget as hereinafter set forth.
NOW, THEREFORE, the Council of. they City of Palo Alto does
ORDAIN as follows:
SECTION 1, The sum of One Hundred Sixty Seven Thousand
dollars ($157,000) is hereby appropriated to the General Fund
salary contingency. The General Fund Budget Stabilization
Reserve is correspondingly reduced.
SECTION 2, The sum of Fifty Thousand dollars ($50,000)
is hereby appropriated to the Employee Compensation and Benefits
Functional Area in the Human. Rescurces Department. The General
Fund Budget Stabilization Reserve is correspondingly reduced.
SECTION 3. Other Miscellaneous Revenue in the Employee
Compensation and Benefits Functional Area in the'Human Resources
Department is increased by the sum of Twenty-five Thousand
dollars ($25,000) The General Fund Budget Stabilization Reserve
is correspondingly increased.
SECTION 4. These transactions will. reduce the Budget
biiiz Lion, Reserve from S16,983,253 to $16,791,253.
SECTION 5. As specified in Section 2.28.080 (a) of the
Palo alto Municipal Code, a two-thirds vote of the City Council
is required to adopt this ordinance.
SECTION 6. The Council of the ty �f Pa o Alto hereby
finds that the enactment of this ordinance is not a project under
the California Environmental Quality Act and, therefore, no
environmental impact assessment is necessary.
SECTION 7. As provided in Section 2.04.350 of the Palo
Alto Municipal Code, this ordinance shall become effective upon
adoption.
