ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 1997-98 TO
PROVIDE AN ADDITIONAL APPROPRIATION FOR SALARY AND
BENEFIT INCREASES RETROACTIVE TO JULY 1, 1997 FOR
MANAGEMENT AND CONFIDENTIAL EMPLOYEES
WHEREAS, purl=cant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the Council on June
23, 1997 did adopt a budget for fiscal year 1997-98; and
WHEREAS, the City Council has authorized salary and benefits
adjustments for the Management and C., fidenv__al employees for fiscal
year 1997-98; ar
WHEREAS, additional fund`n y cf $516,600 is re
quired, in
add _ion to the appropriation included in the 1997-98 Adopted
Budget, for such increases , and
WHEREAS, City Council authorization is needed to amend the
1997-98 budget as herinafter set forth.
NOW, THEREFORE, the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION 1. The sum of Five Hundred Sixteen Thousand Six
Hundred Dollars ($516,600) is hereby appropriated to the salary
contingency of the following funds. The amounts so transferred are
from the following reserve funds, which will be reduced by the
amount listed:
Budget Stabilization Reserve
(General Fund)
Electric Rate Stabilization Reserve
Gas Rate Stabilization Reserve
Refuse Rate Stabilization Reserve
Storm Drainage Rate Stabilization
Reserve
Wastewater Collection Rate

SECTION 2. The appropriation transfers approved by Section 1
will reduce the Budget Stabilization Reserve from $25,449,446 to
$25,093,946 , and reduce the following Rate Stabilization Reserves
(RSR):
Electric RSR
Gas RSR
Refuse RSR
Storm Drainage RSR
Wastewater Collection RSR
Wastewater Treatment RSR
Water RSR

As specified in Section 2.28.080(a) of the Palo Alto Municipal
Code, a two-thirds vote of the City Council is required to adopt
this ordinance.
SECTION 4.
The Council of the City of Palo Alto hereby finds that this is
not a project under the California Environmental Quality Act and,
therefore, no environmental impact assessment is necessary.
SECTION 5. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.
