ORDINANCE PROVIDING ii\OR THE SUBMISSION TO 'I1iE VOTERS

QUIRI.N"G ALL DOGS TO BE HELD UNDER LEASH-
WHEREAS" On MOIl(iay, th~ 14th day of ~iarch, i955, "itli!"rec.
Kidd, city Clerk of the City of Palo Alto" rece1ve.d an initiat1ve
pet1 tion containing Q:n ordinance providing, for trH'! submission to
the voters of the Cit.y of Palo Alto of a proposed ordinance re-
qulr1ng all dogs to t,e held under leash, ~h1ch ;,et1tlon requested
.that said ordlnance either be passed by th:e C1ty Council witbout
alt~rat19-n .. or that the same be 8ubmitteo to t:oe electors of the
C1ty of Palo Alto at the next general municipal ele(!tlon; and,
WHl~REAS, the 0i ty Clerk examined said pet! ~:1on and found
same to be s1gned by qualified and. registered electors equal in
nU~lber to more than 1'0% of tht~ ent1re vote cast at the last ,re-
cedlng~~eneral mun,icipal electj,on; and,
WHEREAS,t on the ,~4th day of -March, 1955., said Winifred Kidd.,

"The people of the City of Palo .Alto orda1n as
follc:rW's:
nSect!on 1. Article 18 of Coclfied Ordinance No.5
of the City of palo A1to t"Jereby is amE'ndea by adding
thereto a new section to I'"ead as follc~ws:
ISEC. 18.45. LEASH REQUIRED.
'No person owning or harboring any dog
shall allow or permit such dOSI whether licen-
sed or not~to be upon a public ~treet~ side-
walk" park, school groun.d, pub11e place or
upon any tlnenclosed lot or land except when
held under leash by an able-bodied person.'
HSec t10n 2. Th1s ord1nance shall become eff~ctive
upon reee1v1ng a vote of the major1 ty ·:>f the qualified
electors voting thereon in an elect1or~ held 1r. the C1 ty
of Palo Alto."
Only one form of ballot shall be use-:l at said election,
which shall be the form prov1decl by the C1 t:r Clerk; provided.
that in· addition to any other m;;t-cers required by law to be
printed thereon" there shall appear the init1atlv'e. ordinance
set forth herein. Each voter t~, vote for the ordinance hereby
submitted shall stamp a cross (::c) 1n the blank space opposite
the words "For the Ordinance" on the ballot". and to vote,aga1nst
said ordinance .. shall stamp a cross (X) in the blan.k space oppo-

general :rnun1c1pal election in the Palo Alto Times ~ a dally !'lews-
paper of ge:leral circulat10n pu b11shed in the C'1 ty of Palo Ai to.
-This ord'1.nance I be::.n.g an ordinance required to be passed for
the pU:"p,ose o,f -t;omply1ng with the provis1ons of the Charter of
the-City o~ Palo Alto~ shall take effect from and after its
passage and appro'lial.
The' above dnd foregolr.g ordInance was du~.y and regularly'
introduced and passed at a regular meeting of the Council of the
City ot Palo Alto on Monday, the 28th day of March, 1955~ by the
