a majority of the votes cast at said electi<:m, were duly and
regularly elected for a term of si;-: years, '.'!ommenc1.ng with July
1, 1943 1 ·to s~~rve e.s councilmen for said city, .s.nd EERB:El<:T J.
CORNISH> hevin.g received e. majority of the ·votes ca~;t at said
election ... was duly and regularly elected fc!" a term of four

s.~id c1 ty; an.d, further, having duly e.xamtned a.nd canvassed the
