the control of dj.f.'ft.i.s1on of light. This section 2 (e.) shall
not apply to illumination for industrial or protective pur
pos~:~s except to the extent provided for in Section 2(b) hereof.
(b) Illumination of O'Utdoor Areas; Street and Highway
Lights. Ilhuni.na.tion of 01.!tdoor a.r·eas and industrial and
protective iJ.lum.1..na.tion, shall be controlled as follows:
( 1) EJ:cept as provided in Section 2 ( b) hereof,
