HomeMy WebLinkAbout1998-06-08 Ordinance 4505ORDINANCE NO. 4505 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1997-98 TO PROVIDE AN ADDITIONAL APPROPRIATION IN THE AMOUNT OF $172,000 TO CREATE A NEW CAPITAL IMPROVEMENT PROJECT, NUMBER 19821, EMERGENCY NOTIFICATION SYSTEM WHEREAS, pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 23, 1997 did adopt a budget for fiscal year 1997-98; and WHEREAS, the City does not have in place a comprehensive notification system to quickly and effectively alert large portions of the City to an impending disaster; and WHEREAS, during the recent flood, City staff were not able to reach all impacted areas during the notification and evacuation process; and WHEREAS, the various notification methods used by City emergency response staff, such as fire engines, police sirens and public address systems were not sufficient; and WHEREAS, some fire engine sirens, located at bumper level, were rendered inoperable at high flood levels; WHEREAS, research into alternative disaster notification systems was begun; and WHEREAS, it seems prudent to purchase a new emergency notification system that would provide distinct and meaningful information to residents in the event of an emergency; and WHEREAS, the budget needs to be amended to create and fund a capital improvement project number 19821, Emergency Notification System; and WHEREAS, City Council authorization is needed to amend the 1997-98 budget as hereinafter set forth. NOW, THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. Capital Improvement Project (CIP) Number 19821, Emergency Notification System, is hereby created. A description of the CIP is shown on Exhibit "A" attached hereto and made a part of this ordinance. SECTION 2. The sum of One Hundred Seventy Two Thousand Dollars ($172,000) is hereby appropriated to Capital Improvement Project No. 19821, Emergency Notification System, and the Budget Stabilization Reserve is correspondingly reduced. SECTION 3. This transaction will reduce the Reserve for Emergencies in the General Fund from $4,300,000 to $4,128,000. SECTION 4. As specified in Section 2.28.080(a) of the Palo. Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. SECTION 5. The Council of the City of Palo Alto hereby finds that the enactment of this ordinance is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary. SECTION 6. As provided in Section 2.04.350 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption. APPROVED: ayor ty Manager Director, Administrative Services De'artment Wat & Place Signature ORDINANCE NO. 4504 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1997-98 TO PROVIDE AN ADDITIONAL APPROPRIATION OF $650,000 FOR CAPITAL IMPROVEMENT PROJECT NUMBER 19406, RINCONADA POOL SITE IMPROVEMENTS WHEREAS, pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 23, 1997 did adopt a budget for fiscal year 1997-98; and WHEREAS, the Rinconada Pool Site Improvements CIP Project 19406 was created to address health and safety concerns and to comply with the Americans with Disabilities Act (ADA); and WHEREAS, during the design phase it was determined that the children's pool was structurally unsound and needed replacement; and WHEREAS, due to a variety of factors, including the timing of the project and its complexity, the lowest responsible bid is higher than the engineer's estimate; and WHEREAS, an additional $650,000 is needed to fully fund this project, for completion by the end of the Summer of 1998, and such funds are available in the General Fund; and WHEREAS, City Council authorization is needed to amend the 1997-98 budget as hereinafter set forth. NOW, THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. The sum of Six Hundred Fifty Thousand Dollars ($650,000) is hereby appropriated to Capital Improvement Project No. 19406, Rinconada Pool Site Improvements, and the Budget Stabilization Reserve is correspondingly reduced. SECTION 2. This transaction will reduce the Budget Stabilization Reserve from $15,864,959 to $15,214,959. SECTION 3. As specified in Section 2.28.080(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. SECTION 4. This project has been determined to be categorically exempt under Section 15302 of the California Environmental Quality Act. SECTION 5. As provided in Section 2.04.350 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
