ORDINANCE NO. 3249 ORDINANCE OF THE COUNCIL OF THE-CITY Of' PALO ALTO AMENDING SEC'rION 2.04.060 OF THE PALO AL'I'O MUNICIPAL CODE REGARDING THE ORDER OF CITY COUNCIL BUSINESS The Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. Section 2.04.060 of the Palo Alto Municipal Code L:> hereby amended to t·ead as follows: "2.04.060 Order of business. (a) At 7:30 p.m. on the day of each regular meeting, the city councilmernbers, city clerk, city at­ torney, city manager, city controller, and such department heads as have been requested to be present, shall take their regular stations in the council chamber( and th;:~ busines~:> of the cr_,uncil .sha11 be taken up for corrniderat ion an,.i disposition in the following order e:-<Ct~pt. thu.t with a vote of a majority of the councilmembers present, matters may be taken up out of order and except as providc~d in paragraph (b) here·­ oL (1) Roll call; (2) Oral communications, upon items not appearing elsewhere on the council's agenda. 'l'his period shall be limited to five minutes per speake1:; (J) Approval of minutes of previous meet­ ing ( s); ( 4) Special orders of the day; (5) Consent calendar. Items may be placed upon the consent calendar by any coun­ cil-appointed officer wheneve~, in such off i­ cer' s ju~gment, such items are expected to be routinely approved without discussion or de­ bate. The consent calendar shall. he voted upon as one item, and said vote $hall not affect the validity of the action tak 0 r upon any such in­ dividual item. Any counc.imember may request that an individual item be removed from the consent calendar in which case sc: i :~ ~ :-:.-11, :;b~ 11 be considered at the end of the agenda item in which it would have otherwise appeared. No discussion or debate shall be permitted upon items upon the ~onsent calendar~ however, any councilmernber may request that such member's vote be reconJed as other than aye on any in .. dividual item without removing the same from the consent calendar. • 'i ~ The consent calendar shall be in two parts, as follows: (a) Any item recommended for refer­ ral to another city agency; (b) All other itemsr (6) Agenda changes, additions, and deletions; ( 7) Unfinished business; ( 8) Public hearings; ( 9) Reports of committees/commissions; ( 1 0) Resoluti.ons; ( 1 1 ) Or.dinances; ( ·1 2) Reports of officials; ( 1 3) Council matters. ( 1 4 ) Adjournment. (b) At 10:30 p.m. the city council shall determine by vote whether it will commence any new items after 11:00 p.m. If the council votes to commence new items, }_shall determine which specif le items will be taken up. (c} Executive sessions shall be scheduled to the extent possible and appropriate prior to regular o~ special city council meetings. (d) When a regular meeting is adjo11rned sine die (without a day) all unfinished items will be listed under 'Unfinished Business 4 on the next regular council meeting agenda except that whe~e deemed necessary, the city clerk with the city manager's concurrence may place unfinished business items in a different order on the agenda. When a regular meeting is adjourned to an­ other regular meeting night, all unfinished items will be listed in their original order after 'roll call' on the agenda of such desig­ nated regular meeting. (e) When an item on the agenda is contin­ ued to a subsequent meeting, such item will be listed under 'unfinished business' on such ~genda unless the council by majority vote chooses to place such item in a different loca­ tion on such agenda or unless the city clerk with the city manager's concurrence deems it necessary to place such item at a different location on such agenda." --2- _ma a SECTION 2. The Council finds that this is not a project under the Cali.fornTa 8nvir.onmenta.l Quality Act and, therefore, no envi­ ronmental impact assc~ssment is necessary. SECTION 3. This ordinance shall become effective upon the commencement of the thirty-first Jay after the day of its passage.
