The salary of a Councilmember shall be set at. Four H:rndi."ed Do.Uars ($400) per month upon commencement of the next succeeding term of off ice for each Councilmember position, SECTION 2. The Council finds that this is not a project under the California Environmental Quality Act and, there­ fore, no environmental impact assessment is necessary. SECTION 3. Thia ordinance shall become effective upon the c0rru;encement of the thirty-first day after the day of its passage.
