ORDINANCE 31YO ORDINAt.;CE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1979-80 TO PROVIDE FUNDS FOR A SOLAR ENERGY PROGRfu'l WHEREAS, pursuant to the provisions of Secti.on 12 of Article III of the Charter of the C1ty of Palo Alto, the Council on June 18, 1979 1 did adopt a budget for fiscal year 1979-80; and \'-?HEREAS 1 the Council has established an Energy Conservation Program for the City of Palo Alto; and WHEREAS 1 the Com1cil 11as <:1doptcd a Resource :·:anaqement 1?:!.0-n as part of the Comprehcnaive Plan to exp~nd solilr energy utiliza­ tioni and WHEREAS, the Council desires to initiate a solar energy pro­ gram for the City of Palo Alto; NOW, THEF.EFORE, the Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. The sum of Eigh(.y-six Thousand Dollars ($86,000) is appropriated to the Energy Conservatico:-_ subpro<Jram of the Electric Utility as follows: Employee Services Professional Services Technical Services SuppLies Equipment Facilities Acquisition $25,000 $20,000 $l:S,OCIU $ 4,000 $ 2,000 $20,000 estimated revenue is increased by Eleven Thous~nd Dollars ($11,000); and the Reserve Fund for Electric Utility System Improvement is decreased by Seventy-five Thousand Dollars ($75,000). SECTION 2. The number of authorized positions in the Electric Utility is hereby increased by adding one Solar Program Coordinator, one Assistant Engineer, and one General Cleark A. SECTION 3. The corep.;ns.:.tion plan for Management and Cc•mcil Appointees, e:efective June 18 .• 1978, is hergby amended to include the position of Solar Program C0ordinator. SECTION 4. The Council finds that this is not a project for purposes of the California Environmental nuality Act and no environ­ mental assessment is necessary. ....... • • SECTION 5. This ordinance shall become effective imm(~dj,ately as prov~ded in Section 12 of Article III of the Charter and Section 2.04.375 of the Palo Alto Municipal Code.
