' • ORIGINAL ORDINANCE NO. 3769 ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO APPROVING A LEASE FOR A YOUTH HOSTEL TO BE OPERATED IN THE ARASTRADERO PRESERVE WHEREAS, Article VIII of the Charter of the City of P~lo Alto and Section 22.08.005 of the Palo Alto Municipal Code require that before any substantial building, construction, reconstruction, or development is commenced or approved upon, or with respect to, any land held by the City for park purposes, the Council shall fir.st cause to be prepared and by ordinance appro~e and adopt a pldn therefor~ and WHEREAS, the City Council did by Ordinance 3305, adopted in 1982, place the Arastradero Preserve on a list of lands used or intended to be used for park purposes; and WHEREAS, on July 23, 1984, the City Council approved the establishment of a youth hostel ln the residential dwelling within said park~ and WHEREAS 1 the Council now desires to allow the youth hostel to be operated in the dwelling within said park pursuant to a lease prepared ther.efor~ NOW, THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. The lease attached hereto, marked ~Attachment A", which leases 1529 E. Arastradero Road and approximately one acre of surrounding grounds for the purpose of a youth hostel is hereby approved, and the Mayor is authorized to execute said lease on behalf of the Cityw SECTION 2. ·The Council finds that the lease will have no significant environmental impact, as reflected in (a) the negative declaration previously adopted on July 23, 1984, for the establishment of a youth hostel: and (b) the negative declaration of August 10, 1987, which discusses certain specifics of the lease itself. SECTION 3. This ordinance shall become effective upon the c,:mmencement of the thirty-first day after the day of its passage.
