A."£MI)lNG TtiE BOOGET FOR THE FISCAL YEAR 1987-88 TO PROVIDE
AN AOUITIOHAL APPROP~!ATION FOR THE T~EASURY DIVISION,
KE~OiliE COLLECTIUNS P~OGRAM, TO COHTRACT FOR BILL COLLECTION SERVICES WITH THE
CKEUIT SUKEAO Of PALO ALTO AND PROFESSIONAL ~ECOVERY SYST~~.

for fiscal year 1937-SS; anct
..tH£x£AS, the Treasury Uivis1on nas assumed responsibility for collecting
property da;nage and paramedic billings previously administered by other city
departments, with the desire to increase efficiency and. promote 1everage in con
tracting for recovery services; and
nHER£AS., previous collection ser''lice was minimal ar.d expenses were netted
against revenue collected. now the increased collection activity and the docu
@oentation required to process Mt:odicare and f'l'red·ical billings is substantial; and
nHE~£AS, increased collection activH.y will increase revenues, offsetting
cuntra.ct e:~tpense; and
riHE~EAS. sufficient funds are not available within the Finance Department
oudget for the expanded service because of City Staff1 S recorrmendation that all
transactions be recorded at full cost and full revenue.
~ow, THE~EFO~E. the Council of the City of Palo Alto does ordafn as
foJ lO'IIIs;
SEC.TlOM 1. The su"' of Forty Thousand Dollars ($40~000) is added to the
ParaMedic services Progra11 revenue of the Fire Department and the Reserve for
tapi ta 1 Projects is correspondingly increased; the sum of Forty Thousand Dollars
{~40,000) is appropriated to the Profess'iona 1 Serv1 ces 1n Revenue Collection
Program of tOO Treasury 0iYis1on and the Reserve for capftal Projects fs ~cor-
respondingly decreased. ·
SECTION 2. The Council finds that this activity is categorically exempt for
purposes of the Ca 11 fornia Enviro.nmenta 1 Qua 1 fty Act and~ therefore. no environ
mental impact assess~nt is required.
SECTlOM 3. This ordinance shall become effective fnrnediately as provided in
Section 12 of Article III of tne Charter and Section 2.04.375 of the Palo Alto
i4unicipal Code.
