ORDINANCE OF' THE COUNCIL OF Tti£ Ct1'Y OF PALO ALTO
AMENDING ORDINANCE 3437 AND AMENDING SECTION 18.08.040
Of' THE PALO ALTO MUNICIPAL COUE (THE ZONING MAP) TO
CHANGE THE CLASSIFICATION OF PROPERTY KhOWN AS
6 30 LY'M'ON AVENUE FROM RH-S TO PC
The Council of the City of Palo Alto does OROAIN as follows:
SECTION 1. Section 18.08.040 of the Palo Alto Municipal
Code, the "Zoning t-\ap", is hereby amended by changing the zoning
of certain property known as 630 Lytton Avenue from RM-5 {High
Density Multiple Family kesidence District) to PC (Planned
Community District). Said property is shown on a map attached
hereto as Exhibit ~A" and incorporated herein by reference.
s E:;CTION 2. The Cit~· Ccunc i l hereby t inds with respect t.'"' the
subject property that:
(a) The site is so situated, and the use or uses proposed
for the site are of such characteristics tnat the application of
general districts or combining districts wlll not provide
sufficient flexibility to allow the proposed development in that
multiple family residential districts do not allow parking as a
principle use and the parking is intended to be ancillary to an
existing planned community development.
(b) Development ot the site under the provisions of the
planned community district will rezult in public benefits not
otherwise attainable by application of general districts or
combining districts in that the project will provide twelve
additional parking spaces, ~nich are not requiredf but are needed
by the adjoining residential project, which presently relies upon
on-street parking for employees and guests.
( c} The use permit ted, an(l the site development regulations
applicable within the district are consistent with the Palo Alto
Comprehensive Plan, and ~re coMpatible with existing potential
uses on adjoining sites or within the general vicinity in that the
proje~t will provide needed off-street parking for an adjacent
residential development and will provid~ a.visual break between
two high density residential developatents.
SECTION 3. Th~ plans attached here~o as Exhibit •s•
.constrtute the developaaent. plan and are incorporated hereby by
this refe~ence to.Exhibit "'.&•. Said developtaent plan is approved
pursuant to Section 18.68.120 of the Palo Alto Municipal COde.
SECTION 4. Uses. The allowable use shall be limited to
parking for the adjoining housing project at 401 Webster Street,
authorized under planned community Ordinance t3437.

SECTION 5. Improvements and regulations.
(a) The developer shall obtain approval of a parcel map
merging the property at 630 Lytton Avenue with the adjoining
property known as 401 Webster Street prior to issuance of a
building permit.
(b) The developer shall obtain Architectural Review Board
approval of a final landscape plan prior to issuance of a buildi~
permit.
{c) All work shall conform to city regulations and standards
and the review authority of city departments including, but not
limited to, the following requirements:
(1) Abandoned driveways shall be replaced with new
sidewalk, curb and gutters.
(2} All work done within the City right-of-way sh~ll
require issuance of a street opening permit from tile Department of
Public Works/Engineering.
(3) Final grading and drainage plans shall be submitted
to the Department of Public Works/~nglneering for review at least
thirty days prior to building permit applications.
{4) Fire extinguishers shall be required for the
parking area. Fire sprinklers shall be required if the proposed
structure exceeds 1,000 gpm fire flow.
(d) The operator of the resident ie.l development, tor which
the parktng is ancillary, shall provide parking permits in city
parking iots for all project employees \iho regularly drive to work
and who are not accommodated by on-site parking, and shall limit
the on-site parking spaces for residents to no 59re than
twenty-eight spaces. ·
(e) Of the total of thirty-two surface parking spaces
provided on this site at 630 Lytton and the adjacent site at 401
Webster (authorized under planned co-unity Ordinance 1)437),.
three t.hall be labeled and reserved for guest parking ..
SECTIOt~ 6. Development schedule.. Construction shall begin
withinlsix months after City Council approval of this ordinance
and shall be ctimpleted within six months of the issuance of a
building permit.
SECTION 7. Paragraph (b)(S) of Section 3 of Ordinance 13437,
the planned community district ordinance for the property known as
401 Webster Street, is hereby amended as follows:

SECTION 8. The Council finds that this project will have no
signif1cant environmental impact.
SECTION 9. This ordinance shall become effective upon the
commencement of the·thirty-fir~t day after the day of its
passage.
