ORDINANCE N'O, 3737
ORDINANCE OF THE COUNCIL OF THE CITY OF
PALO ALTO APPROVING AND ADOPTING A PLAN
FOR THE CONSTRUCTION OF A PARKING LO'r ON
THE PALO ALTO LAWN BOWLING GREEN
WHEREAS, Article VII hf the Charter of the City of Palo Alto
and Section 22.08.005 of the Palo Alto Municipal Code require that
before any substantial building construction, reconstruction or
development is commenced or approved upon any land held by the
City for park put:'poses, the Council shall by ordinance, appcove
and adopt a plan therefor; and
WHEREAS, the City Council did by Ordinance No. 2252, adJpted
Septemb~r 23, 1965, dedicate the Palo Alto Lawn Bowling Green for
park purposes; and
WHEREAS, in conjunction with the restoration and development
of the Elizabeth r."'. Gamble Center on adjacent City-owned land, a
parking lot, driveway and landscaping must extend on to the Palo
Alto Lawn Bowling Green to serve both the Garden Center and the
Lawn Bowl.ing Green.
NOW, THEREFORE, the Council of the City of Palo Alto does
ORDAIN as follows;
SECTION 1. The plan attached hereto as Exhibit A,
incot:'porated by this reference, and identified as the Elizabeth F.
Gamble Garden Center, is hereby approved and adopted as a
development plan pursuant to Section 22.08.005 ~f the Palo ·Alto
Municipal Code, to the extent that it permits substantial
construction on the park dedicated Palo Alto Lawn Bowling Green.
SECTION 2. The Council hereby, finds that this ordinance will
have no significant adverse environmental impact.
SECTION 3. This ordinance sh~ll become.~ff~ctive upon the
commencement of the thi~ty-first day after the day of its
passage.

AM£MOING ntE BUDGET FOR THE FISCAL YEAR 1986..;87 TO PROVIDE
AN .J.PPROPRIATIOM F'O~ CAPITAL IMPROVEMENT PROJECT NO .. 86-42
"GENG AND EMBARCADERO ROAD IMPROVEMENTS"
W~EREASs pursuant to the provisions of Section 12 of Article III of the
Charter of the City of Palo Alto, the Council on June 23. 1986 did adopt a budget
for fiscal year 1986-87; and
WHEREAS, the voters of Palo Alto approved in November, 1985 a land exchange
of the City's property at Embarcadero and Geng Roads with Pine & Company's
property on 3005 and 3009 Middlefield Road; and
WHEREAS. City staff have negotiated with Pine & Company to make various
i~rove.ents to the City's property at Geng Road in order for the land exchange
to proceed.
NOW, THEREFORE, the Co unci 1 of the C i ty of Pa 1 o A 1 to does orda 1 n as
follows:
SECTION 1. Capita 1 Improvement Project No. 86-42 is hereby established for.
•&eng-and Eibircadero Road.•
SECTION 2. The s1.11 of One Hundred Fifty Thousand Dollars ($150,000) is
apprQPri a ted to the Capita 1 l!lprovemen t Project No. 86--42. · . The Reserve for
tapita.l Projects fs reduced by One Hundred Twenty-Fh(! Thousand Doll$rs .
($125,000) and the Gas Fund System Improvement Reserve is redu.ced by Twent_y-Five
Thousand Dollars ($25.000).
SECTIO" 3. The Council finds that this 1s· n'ot ·a. project for purposes of the
California Env1ron;wen~l Qualfty Ac.t and, therefore~ "!0 enYironmental impact assesSMent is nece~sary. · · · ·
SECTION 4. This ord1 nance ·shall become effective i111nedia tely as pro\ti ded 1 n
Section 12 of Article I II of the Charter and Section 2.04.175 of the Palo Alto
Municipal Code.
