Section 2.08.020 of th~ Palo Alto Municipal Code is hereby ~ded to 'ead dS follows: 2.08.Q20 Approval of city manage~'s appointments. Appointruents to the following positions shall be made by the city manager with the approval of the council: {1) Ass~stant city manager; (2) Director of b~d9et ~~~ ~ta~~ ~e~¥~ee~ finance; (3) Chief of police; (4} Fire chiet; (5) Director of information resources; {6) Director of pers0nnel services~ (7} Director-of planning ~s.~munit¥ envfronmentr (8} Director of utilities; (~) Dir~ctor ot public works-city engineer. SECTION 2. Sectiotl 2.08.155 is hereby amended to read as follows: 2.08.155 oepa£tsent of financ~. The department of finance shall be under the control of a dire6tor of finance who shall be accountable to the city aanager. It shall be composed of the divisions set forth in Sections ~.08.180 through 2.08.190 inclusive. SECTION 5. Section 2.08.186 is heceby added to the Palo Alto Municipal Code to read as follo~s: 2.08.186 Division of accounting services. SECTION 6. Section 2.08.200 of the Palo Alto Municipal Code is nereb~ amended to read as follows~ -4- ":·· • • 2.08.200 Department of teieeem•~"ie~~ie"~ intor•ation resburces. The Deoattment of ~eieeemmunieatie~s infor•ation resources shall be-under the direction of the eloepttty ei-tr ma!§er director of information resources who shall be ~ccountable to the c1ty manager and shall ha~e the follo~ing duties: {1) To coordinate data processing activities for all departments under the control of the city manager: (2) To recommend and implement management reporting systems approved by the city manager; (3) To coordinate all computeri~ed management intocmatioo systems for the city; (4) To coordinate the telephone services fa~ all city departments; {5) To perform such other duties as required. SECTION 7. Section 2.08.210 is hereby amended to read as follows: 2.08.210 Police dapar~ment. Tne police depart~ent shall be under the direction of a chief of police ~ho shall be accountable to the city manager ~hose duties shall oe as follows: (1) To formulate and recommend to the ctty manager policies and procedures pertaining to the enforcement of rules and regulations for the government and operation of the polics department and to administer such policies and procedures ~hen approved by the city manager and shall conduct such activities for the cityr (2} To be responsible for the preservation of the public peace and order, the prevention and ·detection of crime, the apprehension of offenders, the protection of persons and of property, and the enforcement of law~ (3) To be responsible for the operation of the juvenile la.w en forcoment progt:'al!l. of the city; (4) To operat~ such equipment as is necessary for the fulfillment of his functioni (·5) To enforce all traffic regulations; {6) To con$ult with the director of transportation on matters concerning traffi~ control; -5- • • (7) To sell annually unclaimed property at public auction pursuant to the provisions of this code; (8) To deposit with the supervisor of revenue collections w~~~~n-th~ee-one~days such funds as may be collected in the operation of the police department ~nd a~ ne time ~etatn ~e~e ~he~ efte 'httndt"ed doti:ett"e "" 1-d:s possess-tol"l in accordance with policies and procedures established for the collec:,tion and deposit of municipal funds. (9) To administer the parking enforcement program. SECTION 8. Section 2.08.220 is hereby amended to r.ead as follows: 2.08.220 Animal services division. The animal ser:vices division shall be under the direction of a superintendent ot animal services who shall be accountable to the chief of police. His duties shall be as follows: (1) He shall formulate and recommend policies and procedures relating to the cate and control of animals, and shall administe~ such policies and procedures when approved, and shall conduct such activities for the city. (2) He shall enforce all ordinances and state laws relating to the care, control, impounding and registration of all animals. {3) He shall operate an animal shelter which, in addition to other activities, shall actively promote pet adoptions at the Palo Alto animal shelter and provide new pet owners with instruction in responsible pet ownership. Section 2.08.249 of the Palo Alto Municipal Code is hereby amended to read as follows: 2.08.249 Division of equipment management. The division of equipment management shall be under the supervision of the di-~eet:et" et e~tt*r>ment: mana~ement _tl;_eet manager who shall be accountable to the director of public works or his designee. The duties of the dt~eeter et eq~i,meftt m~~~~er, fleet manager shall be as follows: (1) To operate the city garage and machine shop keeping a'record of the work performed by those .se~tions for other departments of the city and to recommend a schedule of rates for such services rendered by these sections; (2) To keep the operating records of all motori2:ed equipment used or operated by the city and recommend inter-departmental charges, if any, for ~uch equipment as may be used by the several departments j (3) To coordinate the needs of the several departments into the overall requirements of the city for rnotoriz·ed equipment1 (4) To recommend rules and regulations governing the use and care of mechanical equipment used by the various departments of the city; ' -7- ' ' • • (5) To provide periodic reports~to the director of public works which summarize performance, present position and planning for the division, and ptovide such special reports as may be required from time to time; (6). SECTION 11. section 2.08.250 of the Palo Alto Municipal Code. is hereby amended to read as follows: 2.08.250 Department of utilities. The department of utilities shall be undec the direction of a director of utilities who shall be accountable to the city manager. It shall be c~mposed of divisions 2..!.08.252 through 2.08.260 inclusive. The auties of the director shall be as follows: (l) To plan, direct and coordinate the operations ot the city's utilities department consistinQ of utilities administration, ele~tric, water, gas and sewer distribution systems, subregional water quality (.;·Jntrol plant, conservation and solar programs, energy planning and business office; (2) To work with utilities department management personnel in interpreting policies of the city council and city manager, establishing department pr.iorities, monitoring department "l" --~ ¥• performance, id•ntifying action whicn will increase the department's level of performance, and coordinating utilities department activity with other city departments; (3) To participate as a member of the city manager«s management team, to review and help develop overall approaches to city problems and priorities; (4) TQ establish and maintain a good working relationship w.ith the city council and council committees on matt:ers relating to utilities. department activities in order to gain maximum cooperation and assistance; (5) To coordinate the forecasting of P~lo Alto's long range utility needs and develop plans to insure that the city will be able to meet service, op~rating and financial requirements1 (6) To negotiata with water, gas and electric power producers to meet existing and future supply requir9ments at the lowest possible costi searching for new soutces of utility supply to insure that an adequat3 supply will be mai"tained in future yeacs; (7) To perform ~uch other duties as may be required. SECTION 13. Section 2.08.254 is hereby added to the Palo Alto Municipal Code to read as follows; 2.08~254 Resource Planning. The Resource Planning divi~ion shall shall be under the direction of the director of utilities. The duties of the chief building official shall b~ as tollo~s: (1) To enforce all la~s of the st3te and ordina~ces of the city regulat1ng building, housing, zoning, fire zone, plu~bing, heating and eldctricdl and appliance installation. {2) To ajv1se and assist 1n tormulating proposals, policies and procedures pertaining to building, plu~bing, heating, electrical and appli4nce codes, and to that paction of the zoning law relative to the tlse and occupancy of the propecty; (3} To issue permits in conformity ~ith the codes and la~s applicable to building inspection; (4) To provide the office of the assessor ~ith copies of all building ~rmi ts, de111o lit i'.>n permits and such other records of changes w~ich would ~f(ect the assessed valuations of buildings and improvements~ (S) To be responsible fa~ all functions designated by law to the building official; (6) To coocd1nate the building inspection activities of the city; ( 7} To cecoaaend a sch-ad.~le of tees aod cbar:ges for the services of his departMent, ana to collect and deposit with the supervisor of revenue collections w~~htft ~h~ee days da*±r such funds as aaay be collected in thE!! operation of the depart•ent, ~1'\d ~~no ~*•e retatft •o~e t~~" ~fte h~nd~ed.doitars in his pos$es~toft in accordance with a~pro¥ed aet\edtai.,s· ttt'ld ~$ ~H·t"ee~ed l!!»y ..
