ORDINANCE NO. 3725
ORDINANCE. OF THE COUNCiL.OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 1986-87 TO PROVIDE FOR
AN ADDITIONAL APPROPRIATION FOR CAPITAL IMPROVEMENT PROJECT NO. 86-40~
"METHANE GAS COLLECTION PIPING SYSTEM"
WHEREAS, pursuant to the provisions of Section 12 of Article III of the
Charter of the City of Palo Alto, the Council on June 23, 1986 did ad~pt a budget
for fiscal year 1986-87; and
WHEREAS, the Council of the City of Palo Alto approved on September 12, 1985
and amended on June 5, 1986 a landfill gas lease and operating agreement for
conversion systems for the development of the gas field at the 1andf1l1 site; and
WHEREAS, the negotiations over the future sale of gas between Palmer Capital
Corporation, Pacific Gas & Electric, ahd the City of Palo Alto for power
gener-ation have caused the installation of a gas collection system to be delayed;
and
WHEREAS, the Council of the City of Palo Alto desires the installation of a
gas collection system to proceed regardless of the final outcome of the power
generation negotiations, in order to meet State of ca·rifornia requirements.
NOW, THEREFORE. the Counci 1 of the Ci t:r of Pa 1 o Alto does orda f n as
follows:
SECTION 1. Capita,l Im,provement Project No. 86-40 is hereby establfshe<1 for
"Methane Gas Collection Piping System." · .. ·
SECTION 2. The sum. of Four Hundred Efght Thousand Dollars {$408,000) fs ·
appropriated to the Capital Improvement Project No. 86~40 •Methane Gas Collection · .
Piping Sy~tem" an<t the ~efuse Fund System .Improvement Reserve is correspondingly
decreased.
SECTION 3. The Counci 1 finds that er1vironn~!!!nta 1 assess~ent of th~ project
will D'edone as part of the consultant responsibility in the gas ,l~ase and
operating agreentent conversion system. · ·
SECTION 4. This ordinance sMll become effective immediately as provided in
Section 12 of Article III of the Charter and Section 2.04.375 of the Palo Alto
Municipal Code.
