ORDINANCE OF THE COUNcil CF THE CITY <F PALO ALTO
·· AUTHOIUZING CLOSING OF THE BwGET FOR FISCAL YEAR
1985-86
WHEREAS,·· pi,irsuant to the P,.ovi sions of Artie le iII, sect10ft 12. of u.
Charter .of the City of Palo .Alto and as set forth fn Section 2.28.070 of the Palo
Alto Municipal Code. the Council on June 24, 1985,. dfd adopt a budget for ftv""
year 1985-86; and further on June 23, 1986, did adopt a budget for f1s~1 ye~.r
1986·87; and
WHEREAS, fiscal year 1985-86 has now ended and the financial results~
although subject to post-audit adjustllent. are now available and are her"ew1th
reported in sumnaarh:ed fi nancia 1 statements prepared by the Oi rector of Ftnanee
which are attached hereto, and by reference mde a part hereof; and
WHEREAS, pursuant to Section 2.28.080 of the Palo Alto ~nicipal Code. the
City Manager did amend the budgetary accounts of the City of Palo Alto as shown
on the attached Statement "B" to reflect:
(A} Additional a.ppropdat1ons authorized by ordinance of the City Councfl.
(B) Amendments to employee compensation plans adopted by the City Council.
(C) Transfers of appropriations frOM the contingent acco~t as authorized
by the City Manager.
(D) Redistrit>ution of appropriations betwen divisions, progra.s, and
objects within various depa.rtMnts as authorized by the Cfty Mlnagftr. ·
(E) 1985-86 .appropriations Which On July 1. 1~. were encUIIIibef'ed by
properly executed, but uncoapleted. pur~b-tse orders or eotttncts; and

SECTION 2. ·. That 1985-86 appropriations for the ~parwents and categones
shown on Statement 11811 be carried forward and added to the 19$6·87 budget.
SECTION 3. The City Manager Js further authorized and directed:

(B) To establish reserves as set forth on Statement •c"' in the u.ounts
shown or as necessary to provide for:
(1) A reserve for re-appropr1at~Jns in the various funds, the purpose
of which is to carry forward and continue in effect the unexpended balance of
appropriations for:
( a ) Capf ta 1 projects which were not completed as of June 30, 1986.
b ) Outstanding purchase orders and contracts for which goods or
services have not been received or completed by the last day of
fiscal year 1985-86. Such appropriations shall be carried fOrward
and added to the 1986-8'7 budget.
( c ) 1985-86 departmental expenditures which were authorized to be
carried forward in Section 2 above.
( 2) Reserves for sel f·i nsurance and replacement of stores inventory fn
accordance with ordinance and PQlicy guidelines.
( 3) Reserves for utilities plant repla~e~~ent, tr~nsfer stabfl 1nt1on, ·
and system improvement fn ~ccordanee w,ith Charter and policy guidelines and· basd ·

SECTION 6.. As provided fn subsection {3) of Sectfon 2.04.375 of the Palo
