ORDINANCE OF rrlE COUNCIL OF THE CITY .OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAl YEA.R 1986-87 TO PROVIDE
AN ADDITIONAl APPROPRIATION FOR THE ENERGY PLANNING PROGRAM OF THE ELECTRIC
UTILITY AND TO PROVIDE FOR RECEIPT OF REVENUE FROM
AMERICAN PUBLIC POWER ASSOCIATION
WHEREAS, pursuant to the provisions of Section 12 of Article III of the
Charter of the City of Palo Alto, the Council on June 23, 1986, did adopt a
budget for fiscal year l;86-87; and
WHEREAS. the City of Palo Alto esta.blished eight major proposals in the
Electric Resource Plan; and
WHEREAS) one of the ~ight major proposal~ states the City of Palo Alto
should support development of financially and env·; ronmenta lly sound a 1 ternative
energy resources such as fuel cells; and
WHEREAS, the City of Palo J1lto has been awarded funding from the American
Public Power Association for a .. Fuel Cell Feasibility Study .. ;
NOW. THEREFORE, the Council of the City of Palo Alto does ORDAIN as
follows:
SECTION 1. The sua of Twenty-Five Thousand Dollars ( $25 .ooo) is
appropriated to the Energy Pl~nning Program of the Electric Utility and estimated
re¥enue 1s correspondingly increased to reflect the receipt of r~venue from the
Mericar. Public Power Association.
SECTION 2. The Council finds that this project is categorically exempt for
purposes of the california Environ..ental Qual1 tY Act and, therefore, no
environental fa.pact assessaent is necessary.
SECTION 3. This or<linance shall become effective fnuediately as provided in.
Section 12 of Article lli of the Charter and Section 2.04.375 of the Palo Alto Municipal Code.
