ORDINANCE OF THE COUNCIL OF ntE CITY OF PALO ALTO
AMENDING SECTION 18.08 .. 040 Of' TrfE PALO ALTO
MUNICIPAL CODE (THE ZONING MAP} TO A. .. END PROVISIONS
OF PC DISTRICT 3182 FOR PROPERTY KNOWN AS 744
RAMONA STREET
The Council of the City of Palo Alto does ORDAIN as follows:
SECTION 1. Section 18e08.040 of the Palo Alto Municipal
Code, the "Zoning Map,ft is hereby further amended to adopt addi
tion a 1 provisions applicable to PC ( Plaiined Community) District
3182 established by Ordinance No. 3182. Said ptoperty is shown on
a map attached here to as Exhibit "A • and incorpora t~td here in by
reference.
SECTION 2. The City Counc i 1 hereby finds with respect to the
subject property that:
.i. The site is so situated and the use or uses
proposed for the site are of such characteristics that
the application of general districts or combining dis
tricts will not provide sufficient flexibility to allow
the proposed development in that the provision of com
mercial parking on a site otherwise used for residential
purposes is not permitted under existing multiple family
districts.
2. Development ;)f the site under the provisions
of the Planned Community District will result in public
benefits not otherwise attainable by application of the
regulations of general districts or coabining districts
in that the project will provide required co~Uercial.
parking for professional offices existing at 745 Eserson
Street. Without such parking, the co-ercial us~rs of
the Emerson Street offices would be forced to use on
street parking, which is very limited in the surrounding
area.
3. The uses permitted and the site developaent
regulations applicable within the PC District are
consistent with the Palo Alto Co•prehensive Plan and are
compatible with existing and potential uses on adjoining
sites or within the general vicinity. The proposed use.
of the site for three condominium units adjacent to
commercial uses and proximate to the downtown area is
consistent with Comprehensive Plan Employraent. Pol icy 2
which encourages t.he construction of more housing on or.
near industrial or commercia 1 s.i t.*~s, and Housing Objec
tive 3 which encourages increa~es in the local housing
supply.

SECTION 3.. Development Plan. The plans attached hereto as
Exhibit •sr. constitute the development plan and are incor.porated
herein by reference.. Said development plan is approved pursuant
to section 18.68.120 of. the Palo Alto Municipal Code.

b. Special Requirements. (1) Within the residential devel
opment at the northeast corner of Ramona Street and Homer Avenue
six residential parking spaces complying with all City standards
shall be provid~d for the tht"ee reside;ltial units at 744 Ramona
prior to occupancy of the units.
( 2) Landscaping shall be installed in accordance with the
approved plan and shall be maintained and r-eplaced, as necessary,
to assure normal growth, health and groomed appearance.
( 3) Before finalizing C~"'nstruction drawings, the developer
shall submit final drainage plans and calculations for review and
approval by the Public Works/Engineer:ing Department ..
(4) All work done within the public right-of-way shall be
subject to the issudnce of a street opening permit from the Public
Works/Engineering Department.
(5) In ~ddition to meeting the requirements of Title 24, the
project shall meet either of the following:

(a) If individual water heaters are used in each
unH., stubbed-in solar pre-plumbing shall be installed
in accordance with City of Palo Alto solar pre-pl urabing
specifications to facilitate the future installation of
solar water heating.
(b) If a central w.ater heater is used, a solar
water heating sy,stem sized to provide at least 50 per
cent of the domestic water heating energy require11ents
shall be installed.
( 6) An encroachment permit shall be. obtainE:d from the Public
Works Department for the irrigation ststem between the sidewalk
"nd the curb.
( 7) An automatic fire sprinkler syst.em shall be installed.
(8) No construction activities or storage of materials shall
be perrni tted in the public d.ght-of-way, including parking areas
and the sidewalks. Developer shall design building and construc
tion access so that public property is not impacted during
construction.

(9) The developer shall remove the existing street trees on
Ramona Street at the property frontage and plant new street
tree(s) in accordance with the Parks Department's specifications.
( 10) Prior to issuance of a building permit, the developer
shall obtain Architectural Review Board approval of the final
landscape plans, including planting for roof terraces, courtyard
areas and the on-grade area in front of the parking garage, paving
details and colors, with particular attention to landscape screen
ing of the above-grade parking structure.
( 11) The developer shall enter into an easement with the
owner of 745 Emerson Street to provide twelve commercial parking
spaces for the uses at 745 Emerson Street. This easement shall
specify that the owner of 745 Frnerson Street shall maintain these
parking spaces in a neat and orderly manner or the grantor shall
have the right to maintain the parking spaces and place a lien on
745 Emerson Street for the value of these maintenance services.
This easement shall be reviewed and approved by the City Attor
ney's O.ffice prior to the iss•.1ance of a certificate of use and
occupancy for 744 Ramona Street.
c. Dev~lopment Schedule. Construction shi'\ll begin no later
than two months from the date of City Council adoption of this
ordinance and shall be completed within twelve months of the
issuance of a building permit.
SECTION 5. The Council finds that this is a subsequent
review of a prior project and no further environmental "l::eview is
necessary.
SECTION 6. This ordinance shall becom~ effective upon the
commencement of the thirty-first day after the day of its passage.

AIENOIMG THE BUDGET FOR THE FISCAl 'tEAR 1986-87 TO PROVIDE
AN APPROPRIATION FOR A VEHICLE OCCUPANT PROTECTION PROJECT
WHEREAS, pursuant to the prov is ions of Sect ion 12 of Art i c 1 e II I of the
Charter of the City of Palo Alto, the Council on June 23, 1986 did adopt a budget
for fiscal year 1986-87; and
WHEREASt THE California State Office of Traffic Safety has offered a gr·ant
to the City of Palo Alto to i~leNent a vehicle occupant protection project; and
WHEREAS, the grant would be beneflcia! to City residents to lessen injuries
and fatalities from traffic accidents;
NOW, THEREFORE. the Council of the City of Palo Alto does ordain as
follows:
SECTION 1. T~ s~ of thirty one tnousar~ seven hundred seventy two dollars
($31,772) is appropriated to the C~unity Cri~ Prevention Program of the Police
Division as follows:
$16,577 to E~loyee Services
1,110 to Profe$s1ona1 Services
1,200 to Equ1~t
835 to Genera 1 Expense
11,990 to Materials
The reserve for Capital Projet.h is .correspondingly decreased~
