AJltENOING THE BUDGET FM THE FISCAL YEAR 1986-.87 TO PROVIDE

CONSULTING SERVICES ON GAS RATE MATTERS BEFORE
THE CALIF~NIA PUBllC UTILITIES C(Jll11SSION
WHEREAS. pursuant to t~e provisions of Sect ion 12 of Art i c 1 e I Il of the
Charter of the City of Palo Alto. the Council on June 23 11 1986 did adopt a budget
for fiscal year 1986-87; and
WHEREAS, the City's rate design fra.ework is structured by the Caiifornia
Public Ut~lities Com;·ission (CPUC}; and
WHEREAS, the CPUC has recently announced plans to restr•Jcture gas rates
including the City of Palo Alto's wholesale gas rate; and
WHEREAS, the City has previously contracted with Recon Research Corporation
to provide consulting 3ervices on gas related matters; and
WHEREAS, additional consulting services are required of Recon Research
Corporation to provide for specialized consulting services on gas rate m~tters
before the CPUC;
HOW, THEREF~E, the Council of the City of Palo Alto does ordain as
follows:
SE CTI ON 1. The st.• of Forty Thc,usand Oo 11 ars ( $40, 000) is appropriated to
Professional services in the Energy Planning Progr•.of the Gas Utility and the
Reserve for Syste11 IlilproveMent in the Gas Utility is ccrrespr-,ndi~gly d~creased.
SECTION 2. The Council finds that this is not a project for purposes of the
Califoroia Environmental Quality Act and therefore no envir°'-,aent.al assessment is
necessary.
