OF HISTORIC STRUCTURES/ SITES IN THE DOWNTOWN AREA WHEREAS, the City commercial downtown area regulations intended to downtown; and Council has completed a study of the of Palo Al to and has adopted new zoning control commercial development in the WHEREAS, the Council has refe~red the Comprehensive Plan policies and ordinances relating to historic preset"'vation to the Policy and Pt'ocedures Committee of the Council for further r-eview and public hearings; and WHEREAS, the Council wishes to continue a limited moratorium in order to prevent the major alteration or demolition of desig­ nated historic structures within the downtown while that review is conducted and until a new historic presecvation ordinance is adopted. NOW, THEREFORE, the City Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. A moratorium is imposed by the City on the processing of all applications for planning approvals or building permits for the construction of any new square footage on any site designated as historic or on any site where there exists a struc­ ture designated as historic (Categories 1 through 4 and stroctures in historic· districts) on the Palo Alto Historical and Archi­ tectural Resources· Report and Inventory and the master list of categories for those ~tructures or sites ("historic inventory") in the dbwntown area, as shown on the map ~ttached hereto as Exhibi~ A, provided that this moratorium shall not apply to: · (a) The interior remodeling of any historic structure, or the exterior remodeling of a Category 1 or 2 structure, or the exterior remodeling of a Category 3 or 4 structure whi~h receives a Historic Resour~es Board recommendation and design ap~roval pursuant to Chapter 16.48. (b) The addition of up to 2,500 square feet (or 25% of t.he existing building, whiche~er is greater) to any building in Seismic Category I, II or III that is undergoing seismic rehabili­ tation, provided that such an addition shall comply with all other City ordinances, particularly sections 18.48.060{b)(2) and 18.48.lOO(b)(l)(ii) of Title 18, the zoning ordinance. For the purposes of this •ection, "seismic rehabilitation" shall be deter­ mined by the chief building otf icial, pursuant to guidelines on seismic rehabilitation developed by the building depa~tment. (c) A project that ·received a final recommendation for design approval from the architectural review board pursuant to Palo Alto Municipal Code section 16.48.070 on or before Septe~ber 17, 1984, regardless of any modifications that might be made by the city council upon appeal pursuant to Palo Alto Municipal Code section 16.48.090. SECTION 2. A moratorium is imposed by the City on the pro- cessing of all applications for subdivision approvals (including, but not limited to, parcel maps, mergers and lot line adjustments and remova.ls) , pursuant to Title 21, for any site or sites where there exists a structure on the historic inventory in the downtown area as shown as Exhibit A, attached hereto. SECTION 3. A moratorium is imposed on the issua nee of .a 11 demolition permits involving hist.ocic structures in Categories 1, 2, 3 and 4 and structures within the historic districts on the historic inventory in the downtown area, as shown on Exhibit. A, attached hereto. SECTION 4. The Council finds that none of the provisions of this ordinance will have a significant environmental impact. SECTION 6.
