ORDINANCE OF THE COUNCIL OF T-HE CITY OF PALO ALTQ
AUTHORIZING CLOSING OF THE BUDGET FOR FISCAL YEAR
1984-85

WHEREAS, pursuant to the provisiqns of Article ·III;.Sectlon 12, of
the Charter of the City of ·Palo Alto and as set forth in Sectio:n
2.28.070 of the. Palo Alto Municipal Code, the CbUncil qn Jun~ as~ 1~8«;
did adopt a budget for fiscal year 19'84-851 and·. further on·,~Jm'ie 24, · ·
1935, did adopt a budge~· for fiscal year 1985-86; and ·
WHEREAS, fiscal year 1984-85 has now ended and the financial re
sults, although subject to post-audit adjustment, are now available and
are herewith reported in summarized financial statements prepared by
the Director of Finance which are attached hereto, and by reference
made a part hereof1 and
WHEREAS, pursuar;t to Section :' .28.080 Of the Palo Alto Municipal
Code, the City Manager did amend the budgetary accounts of the City of
Palo Alto as shown on the attached Statement wB" to reflect:
(A) ~dditional appropriations authorized by ordinance of the City
Council~
(B) Am.endments to employee compensation plans adopted by the City
Council.
(C) Transfers of appropr.iations from the contingent account as
authorized by the City Manager.
(D) Redistribution of appr:dpri~tions between divisions, progra.ns, .
and objects within various departments as authorized by the City
Manager.

SECTION 1., The City Man.ager is authorh:ed . .and directed to in-
crease, if neces$ary~ a·uthorizations in :the 4tility funds by. amounts
sufficient to. p~gvide for purchase of add{tionaJ. ·water, gas/ electric;:o, .•.
and refuse .coll~~t.ion services; tn, the ev~nt th~ .. $ciles ·. of.·$aid :l!til~:··

SECTION 2.. _That 19.84-85 appropriations for the departments and:·
categOries shown on Statement "B" be carried forward and added to the
1985-86 budget.
SECTION 3. The City Manager is further authorized and directec:h ,. , .,

(A) To close the 1984-85 budget accounts in all funds and depart:""
ments as summarized on Statements • A • and '"B" and to make such inter~-· ..
departmental transfers as_ required by the Charter of t:he City of P~lo .· ,, -
Alto, by ordinance, or as set forth in the 1984-85 and 1985-86 budge~s
as adopted or amended.
(B) To establish reserves as set forth on Statement "C" in the
amounts shown or as n~~Pssary to provide for:
( 1) A reservt for re-appropriations in the various funds,.
the purpose of which is to carry forward and continue in effect the
unexpended balance of appropriations for:
(a) Capit~l projects which were not completed as of June 30,
1985.
(b) Outstanding purchase orders and contracts for which
goods or setvices have not besn received or coillpleted by
the last day of fiscal year 1984-85. Such appropria
tions shall be carried forward and added to the t985-86
badget.
(c) 1984-85 departmental expenditures which were authorized
to be carried forward in Section-2 above.
( 2) Rldserves for self-insurance and. replacement of. stores
inventory in accoidance with ordinance and policy guidelines~
( 3) Re.se:rves for utili ties plant; replacement, tran~feJ:<
stoa.bilization, arid sy~Stem improvement in acc.o.rdance with· Chart,er a~d :
policy guidelines and based upon a report of. utilities plant additions.,.·\
donations 1 removals, and depreciation · prepared· by the Department of. ··

· ( 4) A rest!rve . for working capital in the general arid·
utility fund's in an amount that approximates their averaqe a9ce>unts

SECTION 5. The Council of the City of Palo Alto hereby finds that
the e'nactmentof this ordinance is not a project under the California
Environmental Quality Act and, therefore, no environmental impact
assessment is necessary.
SECTION 6. ~s provided in subsection (3) of Section 2.04.375 of
the Palo Alto Municipal Code, this ordinance shall become effective
upon adoption.
