WHEREAS, the City Council is concerned with the potential for
large r~sidences to be built on substandard lots in the R-1 District of
College Terrace; and
WHEREAS, the Counc i 1 rocogn i zes the need for a study of the app.ro~
pr iate zoning and site development regulations for these substandard
lots~ and
WHEREAS, the issuance of demolition pe:rmi ts and building permits,
during the study ~ulct impede the worth of the study;
NOW, 'IdEREFORE, t:he Council of the City of Palo Alto does ORDA:!N

SECTION 1. A moratot"ium is imposed on the processing of all ap
plications recei vad after July 1, 1985 for variances, demolition per~
