WHEREAS, on September 18, 1984, th~ City Council enacted Ordinance
No. 3570 imposing mratoria for O."le year on new square footage and t.be
conversion of non-office useg to office uses in the oowntovn area1 Cidld
WffEREAS, on December 3, 1'84, the City Council enacted ordinance
No. 3589 ~.mending Ordinance No. 3570 by also i•posing a .oratoriulft on
subdivisions of land in the dovnto"'11 arear and
WHEREAS, in order to prepare an Bnviron..ntal Iapact Report (8IR)
on proposed changes in the developl'Nn't regulation& for the mvnto'IRl
area, the moratoria need to be extended until May 28, 1986: and
WHEREAS, the Council wishes to narrow the area where the .->rator
