'.\ ORDINANCE NO. 3592 :-,. l'> ORDIMANCB OP THE COUNCIL OF 'fBE ClTY OF PALO ALTO MENDING TITLE 4 (BUSINESS LICENSES AND REGULATIONS. CODE) REGARDING THE PERMISSIBLE HOURS OF OPERATION. POR HOT TOB, SAUNA, AND MASSAGE ES'l'AB L I SHMENTS. 1'he Council of the City of Palo Alto does ORDAIN as follows; · · SECTION t. SP.ction 4.54.110( 16) [Massage establishment facilities and operattons requireJE~.nts], of the Palo Alto Municipal Code, is hereby amended to read: • (16) (a) Mcos8age establishments shall close and re~~in clos~J from 11:00 p~m. to 9:00a.m. (b) Aft¥.r one year of operation a massage establishment may be exe)Dpted from the hours re­ strictions of this section by the Chief of Police upon a written request which details the factual reasons suppot"t ing good ~a use for t.he exempt ion. Tile Chief of Pol ice, in determining what consti­ tutes good cause for this exemption from the hours restrict~ons, shall consider and weigh the follow­ ing factors; {1) The criteria outlined in Section 4.04.1~0 of Chapter 4.04; (2) .
