. AMENDING THE ORDINANCE IMPOSING MQ.RATORIA IN THE
UOWNTOWN AREA TO PREVENT SUBDIVISIONS OF LAND AND
DECLARING AN EMERGENCY
WHEREAS, on September 18, 1984, the Council enacted, on an urgency
basis, Ordin~nce No. 3570 imposing moratoria for one year on the con
struction of new square footage and the conversion of non-office uses
to office uses in the downtown area whi.le the City completes a Downtown
Study~ and
WHEREAS, the Council has determined that subdivisions of land dur
ing the Downtown Study could compromise the effectiveness of the study:
and
WHEREAS, the Council wishes to amend Ordinance No. 3570 to include
subdivisions of land in the moratoria in the downtown area;
NOW, THEREFOE, the Council of the City of Palo Alto does ORDAIN as
follows:
.. SECTION 1. section 2( a) is hereby added to Ordinance No. 3570 to ; read:~,...·.
(a) A moratorium is imp0sed by the City on
the p~ocessing of all applic$tions for subdivision
approvals {including, but net limited to, parcel
maps, mergers and lot line adjust~ents and remov

in tht:!' commercially zoned downtown area, ~s' shown
on the ~ap attached hereto as Exhibit A. ·
SECTION 2. The Council hereby fiitds th~~~. none of the prov1s1ons
