IMPOSING A MORATORIUM FOR SIX MONTHS UN THE PROC~~
SING OF ALL APPLICATIONS ~OR PLANNING APPROVALS IN
THE A~EA GENeRALLY BOUNJJBD !H PARK BOULeVARD,
LAMBERT AVENUE ANU AHH STREET 1 INCLUDING AND

h'HE:REAS, the City Council is concerni.:ld about employment and
traffic ':)r'owth resulting from increased commercial development1 and
WHEREAS, the City Council is further concerned that, if the former
Maximart area is developed uncl.er its present zoning, no further lar9e
~;it.es will be available for multiple family housinv; and
WHBR8ASe the City Council has directed the Planning Commission to
complete a land use study of the former Maximart site and the surround
ing area in order to determine the most appropriate lar(d use designa·
tions and zoning for the parcels involved.
NOWr THEREFORE, the Council of the City of Palo Alto does ORDAIN
as follows~
SECTION 1. A moratorium is imposed on the processing by the City
of allapplications received aft.er October 3, 19831 for planning ap
pl·ova ls for any new building project with in the area generally bounded
by Park Boulevard, Lambert Avenue, Ash Street and the railroad tracks,
more specifically shown on the map attached hereto as Exhibit ~A" and
incorporated herein by reference.
SECTION 2. This moratorium shall be in (~ffect for six months com
mencing on the effective date of this ordinance.
SECTION 3. The Council :finds that t.his project will have no
significant adverse environmental impact.
SE:CTION 4. This ordinance shall become effective upon the com
mencement of the thirty-first day after the day of its passage.
