HomeMy WebLinkAboutORD 3485ORIGINAL ORDINANCE NO. 3405 ORDINANCr~ OF THE COUNCIL OF THECITY OF PALO ALTO AMENDING SECTION 10.40.010 AND 10.40.020 OF THE PALO ALTO MUNICIPAL CODE RELATING TO THE ESTABLISH­ MEN'r OF ZONES ~"'OR AND M.hRKING CURBS DESIGNATING HANDICAPPED PARKING The Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. Section 10.40.010 of the Palo Alto Municipal Code is hereby amende5 to read as fellows: •10.40~010 Authority to establish loading ~ones.. (a) 'l'he city manager is hereby uuthot' ized to determine and to mark by signs or curb ma~kings loading zones and passenger loading zones and hand­ icapped parking zones as follows~ ( 1) At any place i.n the business dis- trict; (2) Elsewhere in front of or adjacent to any place of business( school, park, public build­ ing, hall or place used for the purpose of public assembly. ( b} In no event shall more than one-ha.lf of the total curb length in any bl<)<.'k be reserved for: loading zone pu~poses. (c) Whenever curb :ruar.king is used, loading zones shall be :Indicated by a yellow paint l.i.ne stencilled with black letters 'LOADI.NG ZONE• upon the top of all curbs within such zones. (d) Whenever curb m~rking is used, passenger loading zones shall be indicat~d by a white line stencilled with black letters 'PASSENGER LOADING ZONE' upon the top of all curbs in said zones. (e} Handicapped parking zones shall be indi­ ~ated by a blue paint line and, in addition, eithet ft stencil on the ground or posted sign displaying the international symbol of accessibility ( Le .. , profile view of a wheelchair). SECTION 2. S~ction 10.40,020 of the Palo Alto Municipal Code is het·eby amended to x::ead as follows: •signa or curb aarkings to indicate nQ stop­ ping and parking regulations.. {a} The city man­ ager is authorized, subject to the provisions and limitations of this title, to place, and when re­ quh:ed herein shall place, signs or the foll'Owi.ng curb markings to indicate parking or standing regu­ la.tions, and curb markings shall have the meaning · as herein set forth~ -. . ~ ~ . . . . .. . . . . . . . . • (1) Red shall mean no stopping, standing or parking at any time except as permitted by the vehicle code and except that: a bus may stop in a red zone marked or signed as a bus zone. (2) Yellow shall mean no stopping, standing ot· parking at any time between six a.m. and six p.m. of any day except Sundays and holidays for any purpose other than the loading or unloading of passengers or materials, provided that the load­ ing or: unloading of passengers shall not consume more than three minutes nor the loading or unload­ ing of materials more than twenty minutes. {3) White shall mean no stopping, stand­ ing or parking for any purpose other than loading or unloading of passenger·s which shall not exceed three minutes, and such restrictions shall apply at all times .• (4) Green shall mean no standing or parking fot" longer" tlHH1 twenty-foul:. minutes at any time between nine R.m. and siK p.m. of any day ex­ cept Sundays and holidays. (5) Blu~ shall mean no stopping., stand­ ing ''r parking except for vehicles of physically handicapped persons, provided that such vehicles disp.lay a distinguishing license plate or placard issued by the D~pa:rtment of Motox:-Vehicles. Such restrictions shall apply at all times. (b) When the city manager, as authot·ized under this chapter, has caused signs or curb mark­ ings to be placed, no person shall stop, stand or park a vehicle adjacaent to any such legible sign or curb markin9 in violation of any of the provi­ sions of this tltle.R SECTION 38 The Council finds that none of the provisio;ls of this ordinance will have a significant environment impact. SECTION ·1.
