is commenced upon any land held by the City for park pu r.·poses, the

WHERgAs, the City Council <lid. by Ordinance No. 2252, adopted in
1965, place Byxbee Park on the list of lands used or inttmded to be
used for park purposes; and
WHEREAS 1 the Council ,.., ishes to allow exQans ion ot the Pa 1 o Alto
Sanitation Company (PASCO) yard fac:iJ.ities in ordet· to allow more
parking and storage and alleviate overcrowding; and
WHEREAG, the expansion of the PASCO yard onto dedicated park land
is incidental to the Ob>erat ion of Lhe landf i 11, the closing of which
will fulfill the ultimate purpose of developing Hyxbee Parkp and
WHC:REAS, the project was approved .by the A.rchi tectural Review
Board and the Planning Commission pursuant to Chapter 18.82 of the Palo
Alto Municipal Code (Site and Design Review).
NOW, THEREFORE, the Council of the City of Palo Alto does URDAN as
follows:
SECTION 1. The plan to allow expansion of the Palo Alto Sani ta
tion Company (PASCO) yard facilities, as set forth ·'1 r:xhibit ·A~,
attached hereto and incorporated herein by this refer~nce, is hereby
approved and adopted pursuant to section 22.00.005 of the Palo Alt<.>
Municipal Code.
SECTION 2. The use of the park dedic::ated land, as approved and
adopted by this or-dinance, shall terminate, and the parking surface be
removed at the ear 1 ier date of either the termination of the r-efuse
collection use of the property shown on Exhibit 14 A" or the Glosing of
the Palo Alto sanitary refuse disposal area.
~ECTIUN 3. The Council finds that this project will have no
signiiicant adverse environmental impact.

SECTION 4. This ordinance shall become effective upon the
comrnencemen t of the thirty-first day after. the day of its pasfiaye.

-installation of a 10' high black vinyl-coated clain link fence around the
perimeter of the expansion,
-installation of protective Qllard rails around the existing facil..ities of ,:,-r-
the s.c.v.w.o. and P.G.&E.,
-installation of a 12' wide landscaping area around the perimeter of the
asphalt perking area, including irrigation.
