A moratorium is imposed on the issuance of conditional use permits for second detached single-family dwelling units which are 9reater than one story, in excess of fiZte~n (15) feet high, as measur­ ed to the highest po.int of the building, or (Wer. 1, 000 square feet in the R-1 Districts under Palo Alto Municipa 1 Co~e Saction 18.12.040(h), while a study of said units is prepared b}' the City Planning staff in conjunction with the Planning Conunission. SECTION 2. Th.is moratorium shall be in ef feet for six months com­ mencing on the e.ffect2.ve date of this ordinance unless soon~r termi­ nated by the Council. ~ECTION 3. The City staff, in conjunction with the Planning Com­ mission, shall preparo a study of second detached single-family dwell­ ing uni ts in the R.-1 Districts. The study sha 11 inc 1 ude, but. is not limited to, the following: A review of the purpose and impact of second de­ tached sin~91e-f.amily dwelling units in R-1 Dis­ tricts a.nd a compilation of. data setting forth the • • number of ap~lications for and conditional use per­ mits issued for second detached single-family dwelling units in the R-1 Districts, including the location and size of such uni ts• The study srial.l make reci::>mmendat ions on the appropriate regulations for second detached single-family dwelling units in R-1 Districts. SECT.ION 4.
