FROM THE CALI~URNIA ~N~RGY COMMISSION
WHEREASt pursuant to the provisions of Section 12 of Article III
of the Charter ot the City of Palo Alto, the Council on June 27, 1983,
did adopt a budget for fiscal year 19H3-84, and
WHE~EAS, the Council of the City of Palo f'!..l to has established a
weatne~ization Loan Program7 and
~HE~~AS, City staff has determined that conservation se:vices have
not been successfully provided to lower income citj.zens or senior citi
zens; and
WHEHEt'\S, tne Calitor.nia bner:gy Cornmj.E:sion has made grant funds
available tor a "Limited Income Weatheriz<:~tion Assistant Program" to
aid lower income/senior homeowners;

impact assessment is necessary.

conditioned upon agreement by the Department to target the funds
to :res.idential hotels ar1d to .i.nstall conservation measures w5.th
the lowest payback. Should any of the projects Cail. to be abli
