The Council of the City of Palo Alto does ORDAIN as follows:
SECTION 1. Chapter 18.19 RMD (Two Unit Multiple-Family Residence

18.19~010 Specific purposes. The RMD two
unit multiple-family residence district is intended
to allow a second dwelling unit under the same
ownership as the initial dwelling unit on appro
priate sites in areas designated for multiple
family U$e by th·2' Pcilo Alto Cornprehensi~;e Plan
The RMD district is intended to minimize incentives
to replace existing single-family .dwellings, main
tain existing neighborhood character .and increase
the "Variety of housing opportunities available
within the community. Maximum density would be 43
dwellings units pet' hectare ( 17 dwelling units per
acre).
18.19.020 Applicability of regulations ..
The sper.ific r:egulations of this chapter and the
add it, ion al regulations and procedures established
by Chapters 18. 83 to 18 ~ 99, inclusive, sh al 1 apply
to all RMD two unit multiple-fam~ly res~dence
districts.
18.19.030 Pe.raitted uses. The follc,wing
uses shall be permitted in the RMD two unit multi
ple-family residence district:
(a) Accessory facilities and uses customarily
incidential to pet·mitted uses,;
( b) Home occupations, when accessory to per
mitted residential use~
( c} Hort icul tuu:, gardening, and growing of
food products f:or consumption by occupants of the
s i t.e;
(d) Lodging;
{e) Si.ngle-fardly uses;
(h) Mobile homes

18.19 .. 040 Conditional uses.. The follow~
in9 us~s may be conditionally allowed in the RMD
two unit multiple-family resid(~nce district, sub
ject to issuance of a condition al use permit in
accord with Chapter 18.90:
(a) Chucches and religious institutions~
(b) Community centers;
(c) nay care centers, day care homes, and
family day care homes;
{d} Neighborhood recreational centers1
(e) Private educational facilities;
(f) Temporary uses, subject to regulations
established by Chapter 18.90;
(g) Utility facilities essential to provision
of. utility servic0s to the neighborhood, but ex
clu<ling business offices, construction 01· storage
yards~ maintenance facilities, or cox."poration
yards.
18.19.050 Site development ~egulations.
The fol lowing site development regulat .tons sh al 1
apply in the RMP two unit multiple-family residence
district:
(a) Site An~a. ·rhe minimum site area shall
be 464.5 square meters (5,000 square feet).

( b) Site Width. The minimum . t-s1Me width shall
be 15.2 meters (50 feet) •
( c} Site Depth. 'l'h e minimum site depth shall
be 30.5 meters (100 feet) •
(d) Front Yard. The mi11imum front yard shall
be 6.1 meters (20 feet}.
(e) Rear Yard. The minimum :rear yard shall

(i) Height. The maxi.mu.m height shall be 10.7
meters (35 feet); howeve~# no structu~e except
television and radio antennas and chimneys and
flues shall extend above or beyond a daylight p1ane
having a height of 4.6 mete-cs (15 feet) at each
side or rear site J. ine and an angle of forty-five·
degrees (45•).
( j) Usable Open Space. Not less than 41. 8
squarA meters (450 square feet) of usable open
space pee each dwelling unit shdll be provided on
the site.
(k) Accessory f'acilities and U~<:?s. Regula-

18.19.060 Parking and loading. (a) Off-

qui.red for all permitted and conditional uses in
accord with Chapter 18.83. All parking and loading
facilities on any site, whether required as mini
mums or optionally provided in addition to minimum
requirements, shall comply with the regulations and
design standards established by Chaptec 18.83.
(b) Minimum ptrking requirements for selected

(c) Location of Parking Spaces. No requ.ired
parking space shall be located in a required front
yard or in the first 3.0 meters (10 feet) adjoining
the .street property line of a required street side
yard.
18.19~070 Special RequireMents. The fol-
lowing special requirements shell apply in the RMD
two unit multiple-family residence district:
(a) Pr,ofessiona l and medical off. ice uses

which, prior to that date, were lawful l."Onfor.ming
permitted uses or condj_ t ion al uses operating sub
ject to a conditional use permit, shall be deemed
be conforming uses. Such uses shall be permitted
to remodel, improve 1 or replace site improvements
on the same si t.e, without necessity to comply wi t.h
site development regulations for continual use and
occupancy by the same use~ provided, that any such
remodeling, impr·ovement or replacement shall not
result in increased floor area, number o~ offices,
height, length, or any other increas\-: in size of
the improvement. Any such remodeling, improvement,

or replacement of any building designed and con·
structed for resid,~ntial use shall be subject. to
the issuance of a cond it .ion al use pet:m it in accord
with Chapter 18.90.
(b) Multiple-family uses existing on the
effective date of this section and ;.;hi ch, prior to
