Chapter 10.46 of the Palo Alto Municipal Code hereby is amended-to-read as follows: Sections: 10.46.0!•) 10.46.020 10.46.030 10.46.040 10.46.050 10.46.060 10.4.6.070 10.46.080 "CHAPTER 10.~6 Residential Per.mit Parking De f i n i l ion ::l • Issuance of permits. Application for, duration, and number of permits. Posting of residential permit parking area. Display of permit. Permit f ~:-es. Time restrictions and penalty provisions. Exemptions. 10.46.010 Definitions~ (a) "Motor vehicle" shall include an automobile, trailer, truck.r house car, motorcyclt or other motor-driven transportation. (b) "Residenti~i permit par:Klng area 11 shall include the following streets or. portions of stt:eets as delineated on Exhibit "A~ : (1) Ash Street between Leland Avenue and Park Avenue. ( 2) Park Avenue between Park Boulevard and Ash Street. (3) Park Boulevard from 1720 on the southerly side and 1731 on th~ northerly side to Bitch Street. (4) 1601 through 1671 El Camino Real. -1- (c) "Temporary permi t 11 is one which is valid for one day only. 10.46.020 Issuance of permits. (a) Parkin-:t permits shall be issued by the Supervisor of Revenue Collections. No mor•? than .. :me permit shall be issued to each motor vehicle for which .~ppli.cation is made. (c) Proof of residency shall be demonstrated in a manner determined by the Supervisor of Revenue Colleclions. !d) Proof of motor vehicle ownership or vehicle use and control shall be demonstrated in a manner ~etermined by the Supervisor of Revenue Collections. 10.46.030 Application for, duration, and numbec of permits. Each par-king permit issued by the Supervisor of Revenue Collections shall be valid for two (2) years. Each applicalion or reapplication for a parking permit shall con­ tain information sufficient to identify the applicant, his residence or street address on a street within the residen­ ti~l parking permit area, and the license number of the motor vehicle for which the application is made, and such other infor.nation as may be deemed relevant by the Supervisor of Revenue Collections. There shall be no lirni t on the number of resident permits per dwelling unit. The maximum number of guest permits pet dwelling unit shall be four. Temporary permits may be issued to an author~?ed resident in the permit area at the discretion of the Su9ervisor of Revenue Collec­ t ions. 10.46.040 Posting of tesidential permit parking area. Upon the adopt ion of this chapter by the city coun­ cil deqignating the streets in the residential permit parking area, the City Manager shall cuuse appropriate signs to be erected in the area indicating prominently thereon the time limitation, day or days, and hours under which parking shall be restricted to permit holders. 10,46.050 Display of permits. Resident permits shall be displayed by affixing them to the rear bumper on the driver's side of the vehicle. Guest and temporary permits shall be placed inside the vehiclE:~, taped to the drivet:1 s side of the rear window. -2- 10.46.060 PerJlit fees. The fee for a parking per­ mit iss>Je<l und.8t thi.~ chapter shall be as specified in the Municipal F~e Schedule. The fee to replace a lost, damaged, or destrO)'f.?d per:nit shall be as spt.:'Cified in the Municipal Fee Schedul\~. There shall he no fN~ for temporary permits. 10.46.070 Time rest~ictions and penalty provision. (a) Any motor vehicle on which is displayed a valid parking permit as provid~~d for hc:rein shall be p•::rmitted to st.and or be parked on a st:reet in tiH~ residential permit parking area without being J.imited by time restrictions established in Section 10.46.070. Said motor vehicle ~hall not be exempt from parking restrictions or prohibitions established pursuant to authority other than l his chapter. Such parking permi l s ha 11 not gu ar an tee or reserve to the holder thereof an on-street parking space on a street in the residential per:mjt parking area. (b) Ambulances, Fire Department vehicles, Police vehicles, or public utilities vehicles which have an official seal or logo identifying them as such shall be exempt from the time restrictions established in Section 10.46.070. (c) Commercial vehicles making pickups or deliveries of goods, wares, or rnerchar.d\lse from or to any buildi.rg or structure in the residential parking permit area or deliver­ ing materials to be used in the repair, alteration, remodel­ ing, or reconstruction of any such building or structure for which a building permit has previously been obtained shall be exempt from the time restrictions established in Sect1on 10.46.070.to SECTION 2. The Council finds that this project will have no sig­ nificant environmental impact. SEC!_.!_ON -~· Sev~rabili!Y· If any section, subsection, sentence, clause or phrase of this chapter is for any reason held to be invalid or uncon~titutional, such decision shall not affect the validity of the r·emaining portions of this chapter. 'l'he Council hex:eby declares that it would have passed this chapter, and each section, subsect. ion, sen­ tence, clause and phrase tbereof, irrespective of the fact that any one -3- • or more secli.ons, subsections, senlences, clauses or phrases had been decla~ed invalirl or unconstitutional. SECTION 4. This ordin.;;nce shall become effective on July 10, -----·-1983.
