Any person aqgreived by the action of the director of planninq and eommunity en v it·onmen t may file an appeal with the ci t.y counc i 1, not later than fifteen days after the date of the archi­ tectural review board's recommendation on a pro~ect; except that an appea 1 of a minor project sha 1.1 be filed not later than five days followinq the act i.on of th(~ director of planning and community environme~t. nMinor !=Jrojects" for t:he puq)ose of this chapter are signs, buildings of less than 5,000 square feet, and other pro­ jects designate~ as minor by the director and consistent with written quidelines developed by the director in conjunct ion with the arch i teet. Any such appeaJ shall be filed with the city ·.::lerk, alonq \vith a fee as set forth in the municipal fee schedule: however, any member of the city council may file such an appeal without a fee. Any appeal shall he con~idered an appeal of both the negative declaration, if applice1ble, ann the design of the pr.oject. The city clerk shall place the appf~al upon the the agenda of the city counci 1 for a regular mt:-:eting not later: than the thirty-first work inq day aftec the recf.d pt of the appeal. If the appellant is other than the applicant for the pro:ject, the city clerk shall notify the appJ.icant of the appeal.
