Section 2.08.190 of the Palo Alto Municipal Code is hereby amended to read as follows: -3- 2.08.190 Division of equi~ent manage11~nt. Sections 2.08.195 and 2.08.200 of the Palo Alto Munic­ ipal Code are hereby repealed. SECTION 7. Section 2.08.203 of the Palo Alto Municipal Code i~ hereby amended to read as follows: 2~08.203 Division of r.eal estate. Th~ division of real estate shall be under the supervi­ sion of the administrator of real property who shall be accountable to the director of budget and -4- -------------------- resource management. The duties of the administta­ tor of real property shall be as follows: ('I) To obtain and secure all easement litl','!S and leases on behalf of the city. (2) To negotiate for t.he pi.a:clH\Sf.~ or dU>p:.1sit1.on of real property on ~ehalf of the city. (3) To manage all property owned by the city and leased to other persons or agencies. (4) To provide periodic reports to the director of budget and resource management which summarize per­ formance~ present position and planning for th12 d.ivision1 and to provide such special reporU; as may be required from ti.me to time. (5) To perform such other duties as required. SEcrriON 8, Section 2.t08.210 of tt1e l?alo Al.to Munici}1a1. Code is hereby amended to read as follows: 2.08.210 Police department. The police department shall be under the direction of a chief. of pol ice who shall be accountable to the cit)'' manager whose duties shall be as follow~ (1) To formulate and recommend to the city manager policies and procedures pe~taining to the enforce­ ment of rules und regulations for the government and operation of the police department and lo admi nistet such policies and procedures when ap­ proved by the city manager and shall conduct such activities for the city. (2) To be responsible for the preservation of the public peace and order, the prevention and detec­ t ion of crime, the apprehension of of fenders, the protection of persor.s and of property, and the enforcement of law. (3) To be responsible for the operation of the juvenile law enforcement program of the city. (4) To operate such equipment as is necessary for the fulfillment of his function. -5- e (5) To enforce all traffic regulations. (6) To consult with the director of transportation on matters concerning traffic cont~ol. (7) To sell annually unclaimed property at public allction pursuant to the provisions of this code. (8) To deposit with the supervisor of revenue collections, within three days such funds as may be collected in the operation of the police department and at no time retain more than one hundred dollars in his possession. (9) To administer the patking enforcement pro­ gram. SEC'!' ION 9. The duties of the coordinator shall be as follows: ( 1) To coordinate the telephone service provided for. all city departments. (2) To op0rate and maintain the city mobile radio-telephone syslem and shall provide radio die:patching setice for.· all city departments requiring such service. (3) •r•o operate and maintain the city fire alarm system with the exception of outside circuit con­ ductors which shall be the res.ponsibility of t.he department of utilities. (4) To provide and maintain special commur&ications services including but not limited to sound equip­ ment, audiovisual aids, inter-office communica­ tions, and centralized dictation equipment and to have custody of such equipment which shall be available for use by city department. -6- (5) To continually review the requirements of those departments utilizing telemeterinq and super­ visory control systems in the light of applicable technological developments in the field to the end that the knowledge and resources of the division may be utilized to the maximum and to provide and maintain such systems as necessary. (6) In cooperation with the department of person·­ nt-)1, to coordinat<~ and administer ~wch training programs as may be reqllir.ed to develop efficient utilizatiuon of city colmnunicati.or.s facilities by all per:sonnel. ( 10) To perform such other duties as may be re­ quired. SECTION 10. Section 2.0Sg240 of the Palo Alto Municipal Code is hereby amended to read as follow·s~ 2 .. 08.240 Department of public works. The department of public works shall be under. the direction of the d irecto·r of public works who shall be accountable to the city manager. It shall be composed of divisions 2.08.041 through 2.0S.246 inclusive~ and such others as may be delegated. In addition, it shall have such other duties as may be assigned from time t6 time by the city manager. SECTION 11. Sections 2.08.241, 2.08.242, 2.08o243, 2.08.244, 2.08~245 anT2:08.246 are hereby ~,;~dded to the Palo Alto Municipal Code and shall read as follows: -7- e 2.08.041 Divi$ion of public works administra- tion.. The div.i.sion of public wod~s administration shall be under the supervision of Lhe dire~tor of public works whose duties shall be as follows: ( 1) To formulate and recommend poli.ciGs and pro­ cedures for the planning, design, construction, maintenance, repair and improvement of all public work~~ facilities and places owned or operated by the city, except as otherwise provided in this code, and to administer such policies and pto­ cadures when approved and shall conduct such activ­ ities for the city. (2) To proceed as directed by law on all matters tequiring his official action. { 3) To coordinate the preparation of the capital imp~ovement program and assist the city manager in reviewing capital project budget requests. (4) To provide guidance and longtarm planning for the department of public works. (5) To coo~dinate all departmental administrative functions. 2 .. 08 .. 242 Division of engineering. The divi- sion of engineering shall be under the direction of an assistant director of public works who shall be account­ able to the director of public works. Th~ dutiea ~~ the assistant director shall be as follows: (1) To be responsible for· providing engineering services as required including deveJ.opment and implementation of capital impro,Jement program pro­ jects. ( 2) To inspect all consL::uction work done by or for the city and require compliance with all con­ tracts made in connect ion there~' i th. 1.11 progress payments of construction work done for the city, and filing of notices. of completion thereof with the county recotder and the city controller, shall be subject to approvaJ. of the assistant director·. The division of facilities management shall be under the supervision of a facil iti<:~s engineer who shall be ac­ countable to the director of public works. The duU.es of lhe facilities engineer shall be as follows~ ( l) 'ro maintain and operate the physical plant regarding the assignment of space, the maintenance of the buildings, and the r ecomrnendat ion of such rules and regulations as are proper for the effi­ cient use of the facilities. (2) To be responsible ~or and direct the mainte­ nance oE all public structures owned or operated by the city, and shall establish a maim:.enance pr:o~ gram, including janitotial services, security and safety, for the upkeep o.f all public structures owned or ope:rated by the city, and to report the condition of such structures. (3) To periodically report to the director of public wot:ks summarizing performance, present position and planning for the division and provide such special reports as may be required from time to time. To implement such approved plans and progra~s either directly or with otter community resources. Section 2.08.290 of the Palo Alto Municip~l Code 1s herebyamended 'to read as follows: 2.08.290 Department of the lib~ary. The de- pa!:tment oi: the library shall be qnder the direction of a director of libraries who shall be accountable to the director of social and community services. ( 3) To supervise the selection of all books and periodicals used in the public libraties. The division of inspectional services shall be unde% the supervision o.f the chief building official who shall be accountable to the director of planning and community environment. The duties of the chief building official shall be as follows: ( 1) To enfo1:ce all laws of the state and ordi­ nances of the city regulating building, housing, zoning, fire zone, plumbing, heating and electrical and appliance installation. (2} To advise and assist in formulating proposals, policies and procedures pertaining to building, plumbing, heating, ele.ct:rical and appliance codes, and to that portion of the zoning law r~lative to the use and occupancy of the prope~ty. (3) To ies~e permits in confotmity with the codes and law~ applicable to building inspection. (4) To provide the office of the assessor with copies of all building permits, demolition per­ mits and such other records of changes which -18- • would affect the assessed valuations of buildings and improvements. (5) To be responsible for all functions designated by law to the building official. (6) To coordinate the building inspection activi­ ties of the city.
