ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING CHAPTER 2. 1 8, CHAP'rER 2. 20, CHAPTER 2. l2 CHAPTER 16.48 AND CHAPTER 16.49 OF THE PALO ALTO MUNICIPAL CODE TO PROVIDE FOR AN EXTENDED FILING PERIOD IN FILI,ING VACANCIES ON CITY BOARDS AND COMMISSIONS AND TO PROVIDE A PROCEDURE FOR FILLING VACANCIES ON THE HISTORIC RESOURCES BOARD The Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. Section 2.18.030(3) (Visual Arts Jury) of the Palo Alto Mun1c1pal Code is hereby amended to read as follows: "(3) Following notification of a vacancy or pending vacancy for a nonreserved position, the city clerk, in addition to notifying the architec­ tural review board, shall advertise the same in a newspaper of general circulation in the city, in­ cluding the council agenda ~igest, four times with­ in two weeks. Written nominations and applications shall be submitted to the city clel~k within such two-week period and shall be forwarded forthwith to the city council for its consideration. Notwith­ standing the foregoing, if the nomination or appli­ cation of an incumbent Jury member is not submitted to the city clerk within the period sp2cifi8d above, said period shall be extended for an addi­ tional five days during whi~h the city clerk shall accept written nominations and applications of non­ incumbents." SECTION 2. !"1ection 2.18.030~5) (Visual Arts Jury) is hereby amrnended to read as follows: (5) Final selection and appointment shall be made by the city council at a regular city council meeting after the period for submittal of nomina­ tions and applications has expired." SECTION 3. Section 2.20.015 of the Palo Alto Municipal Code is hereby amended to read as follows: "2.20.015 Manner of appointaent. In filling vacanc'.es on the planning commission the following pro~~dures shall be followed by the city council: (a) Following notification of vacancy or pe~ding vacancy on the planning commission, the city clerk shall advertist the same in a newspaper of general circulation in the city, including the council agenda digest, fou~ times within two weeks1 (b) Written noniminations and applications shall be submitted to the city clerk with!.l"l such two-week period to bP ~orwarded to the city co~l"lcil for its considerat .£-vn. Section 16.49.040(3) (f) [Historic Resources Board] is hereby added to the Palo Alto Municipal Code: "(f) Manner of appointment. SEC_?:ION 7. The Council finds that thiR is not a project as de­ fined!n Sect1on 11.04.130 of the Palo Alto Municipal Code and, there­ fore, no environmental im~act assessment is necessary. SECTION 8. This ordinance shall become effective upon tbe com­ mencement of the thirty-first day afte~ its passage.
