WHEREAS, this Council has enacted a moratorium on condominium and other community housing conversions through July 1, 1981, with the exceptions set forth in Ordinance Nos. 324ti and 3251; and WHEREAS, the study that occurred during the moratorium period is completed and the ordinance resulting from that study is being draft­ ed for Council considerationr and WHEREAS, this Council does not wish a gap period to exi.st be­ tween the end of the present moratorium and the adoption of a new ordinance which will create uncertainty in how the City will handle conve:rsJ.on::>i NO\·i, T!lf·>Rl:: FORI:: 1 the Council of the City of P t:)J.o Alto does ORDAIN a::; f o 1 1 ow s ~ :3ECTION J. All other terms of Ordinance Nos • .3246 and 3251 are continued in full force and effect. SEC'riON 2. ·This ordinance is enacted as an ur.:gency ordinance for tTi('TP'i7ote"Ct ion of the public peace, health, and safety in that: (a) The mo~atoriurn presently in existence will terminate prior to enactment of a new conversion ordinance. Any gap that is cn>at(~d prior to the enactment of '-new conversion ordinance may allow conversions that are incoPsistent with the provisions of the proposed ordinance and the Council's goals and objectives. SECTION 3. The Council finds and declares that enactment oE this ordinance will not hav-e any significant environmental impact.
