III of the Charter of the City of Palo Alto, the Colmcil on June
23, 1980, did adopt. a budget for fiscal year 1980-81; and

conversion of Ferne Apartment~ from the Condominium Conversion
Moratorium Ordinance on th~ condition that half of the units be
