ORDINANCE OF THE COUNCIL OF 'PHE CITY Or' PALO A.LTO
ADDING SECTION 18,88.180 'l:10 'rHE PALO ALTO MUNICIPA[,
FORBIDDING CLOTHESLINE PROHIBITIONS
WHEREAS, the City of Palo Alto electric and g~s utilities pri
marily rely upon California suppliers in providing electricity and
gas to their customers; and
WHEREAS, the limited availability of energy supplies in Calif
ornia and from foreign sources may result in energy shortages in the
neac future; and
WHEREAS, it is a paramount national goal to reduce dependence
upon expensive and unreliable supplies of foreign oil and natural
gas; and
WHEREAS, conservation and the increased use of renewable re
sources such as solar energy are effective means of reducing depen
dence upon foreign energy sources; and

WHERE.ASK any prohibition or arbitrary restr.iction affecting the
residential use of clothes.lines is against the public policy of con
serving energy and reducing dependence upon foreign energy sources.
The Council of the City of Palo Alto hereby ORDAINS as fo:lows:
SECTION 1. Any covenant, restriction, or condition contained in
any deed-;-contract, security instrument, or other instrument affect
ing the transfer or sale of, or any interest in, real property which
prohibits or unduly restricts the installation or use of a clothes-
1 ine in any residential zone is void and unenforceable.
SECTION 2. The Council finds that this ordinance will have no
significant adve:::-se environmental impact.
SECTION 3. This ordinance shall become effective upon the com
mencement of the thirty-first day after the day of its passage.
