AMF.NDING SECTION 18.08.040 OF THE PALO AI.TO MUNICIPAL
CODE (THE ZONING MAP) TO CHANGE THE CLASSIFICATION OF
PROPERTY KNOWN AS 27 UNIVERSI'rY AVENUE FROM PF 1'0 PC
The Council of the City of Palo Alto does OR.DAIN as follows~
SECTION 1. Section 18.08.040 of the Palo Alto Municipal Code, the
"Zoning M.ap,rr-is hereby amended by changing the zoning of certain [H~op
erty known as 27 University Avenue from PF (Public Facility District)
to PC (Planned Community District). Said property is shown on a map
attached hereto as Exhibit "A'• and incorporated herein by reference.
SECTION 2. The City Council hereby finds with respect to the sub
ject property that:
a. The project will not have a significant impact on
the environment.
b. 'l'he application of r~eneral or combining districts
to the sit0 of the proposed development plan will
not provide 8uffich~nt flexibility to alJ.ow rhe
proposed development.
c. The development p1 an pr:ov ides public benefits not.
otherwise obtainable by application of general
districts in that the historic structure will be
renovated and remain an integral part of the City's
history.
d. The uses with the proposed PC are consistent with
the Comprehensive Plan and compatible with adjoin
in<j sites.
e. The change of district is .:-equ.in!d for the public
interest, convenience and general welfare.
SECTION 3. The map entitled HMacArthur Par:k Restaurant and the
Veteran's Meeting Facilitiesw attached hereto as Exhibit ~B~ constitute
the development plans and are incorporated herein by reference. Said
development plan is approved pursuant to Section 18.68.120 of the Palo
Alto Municipal Code, subject to the following conditions:
a. Use
The Veterans Building will accommodate a restaurant
and bar along with offices and a meeting room for
the Veterans Council and the Jaycees.
Hours of operation shall be from 7 A.M. to 2 A.M.
b. Improvements
1. All improvements and development shall be sub
stantially in accordance with the approved
development plans, wit.h all applicable codes
~nd ordinances, and with the requirements of
the Director of Public works/Engineering, the
Director of Utilities, and the Chief of the
Palo Alto Fire Department.
2. A final landscape plan shall be submitted to
the Architectural Review Board .for approval
and shall include but not be limited to:
• •
( 1) An irrigation plan.
(2) Plans and specifications for preserving
existing trees to remain on site.
3. The interior balcony shall be retained if
possible.
4. Excessive color contrast between exterior wall
color and window and door trim color shall be
avoided so as to follow historic p[actice with
respect to color.
~. A trellis, similar in character to that at the
f~ont of the building, is to be added to the
rear of the building partially covering the
patio. Details are to be reviewed by the
Architectural Review Board.
G. Class I bicycle parking shall be provided.
7. The larg0 redwood tree to the left of the
entrance will receive protective treatment to
av-'J i d comp r.e ss ion of the roots.
8. The final wod·d.ng ·:'lraw.ings are to be pn=:sented
to the Architectural Review Board at a later
date.
9. The developer is to be allowed flexibility to
propose minor cha.nr.jes to the building • s de-
tails. The Architectural .Review Board re-
quested that all detailing be done in the same
character as those presently in place.
C. Off-st:r:~~t parkin_:r
The plan project shall provide at least 73 on-site
parking spaces.
D. Develoemen~ Schedule
Construction sha.ll commence by March 1, 1981, and
be completed by September 1, 1981.
SECTION 4. The Council finds that this project will have no sig
nificant adverse environmental impact.
SECTION 5. This ordinance shall become effective upon the com
mencement'"O"fthe thirty-first day after the? day of its passage.
